    Accusing India of waging "fifth-generation warfare", Pakistan said on Monday New Delhi had failed to inform it about the release of water from a dam that could cause flooding across the border.India, however, rejected the claim saying that under the terms of a water treaty between the two nations it had informed Pakistan about the release of excess water late on Monday when it crossed a certain threshold. Islamabad said the unexpected release of water into the River Sutlej that flows from India to Pakistan was part of an attempt by New Delhi to flout the longstanding treaty between the countries. "They try to isolate diplomatically, they try to strangulate economically, they're trying to strangulate our water resources – and water automatically will have an impact on your economy, your agriculture and your irrigation," Muzammil Hussain, chairman of the Pakistani government's Water and Power Development Authority (WAPDA), told Reuters. India was using its position upstream to wage "fifth-generation warfare" on the country, said Hussain. India's federal water resources ministry told Reuters late on Monday that under the treaty advance information needs to be given in a situation when "extraordinary discharges of water from reservoirs and flood flows" could harm the other party. Until today no such extraordinary discharges had been observed on the Indian side in the current flood season. At 1900 IST (1330 GMT), the flow of Sutlej river reached the threshold level of high flood and the same was conveyed to Pakistan, the ministry said in a statement, adding that it is committed to the treaty. Pakistani emergency authorities were preparing for minor flooding in several areas in Punjab state on Monday as a result of the unexpected rise in water flow, though it was not clear if any had occurred. "India did not communicate the release of water to Pakistan," Khurram Shahzed, director general of Punjab Provincial Disaster Management Authority (PDMA), told Reuters.

    After days of inching forward, Russian-backed regime ground forces on Sunday entered the key town of Khan Sheikhun in the south of the stronghold. On Monday afternoon, a new loyalist advance saw pro-Damascus fighters take control part of the highway north of the town, effectively blocking the Turkish military convoy from continuing south. The Syrian Observatory for Human Rights, a Britain-based monitor with a network of contacts in Syria, said this would stop the convoy ever reaching a Turkish monitoring post south of Khan Sheikhun. Late Monday, the Observatory said the convoy was at a standstill in the village of Maar Hattat on the highway just north of Khan Sheikhun, where an AFP correspondent had seen it in the afternoon. The pig herd shrank a third in July from the same month a year ago, according to the Ministry of Agriculture and Rural Affairs, though many observers believe half the herd is already gone. Since June, slumping production has triggered a price surge. National average hog prices passed the 2016 record of 21 yuan per kilogramme earlier this month to hit 24.6 yuan ($3.48) per kg on Aug. 19, according to data from Shanghai JC Intelligence Co Ltd. That trend is unusual: Hog prices are typically weak in summer months when pork demand is lower, and start rising in September at the start of the peak season. "The timing is earlier than expected," said Pan Chenjun, senior analyst at Rabobank. "August is still the low season but now everyday we see an increase in price." The high prices will eat into profits at processors like WH Group, which last week reported a 17% decline in first half profits and warned that prices are set to keep climbing. China's consumers are also starting to feel the bite from African swine fever. Retail pork prices are up more than 40% since the first outbreak in August 2018 and anticipated by government officials to soar as much as 70% in the second half of the year - just as demand for China's favourite meat picks up with the onset of cooler weather and the important Lunar New Year festival. In fact, at least seven of Pelosi’s top confidantes–committee chairs–potentiallly face the same fate as Crowley, as primary challengers have announced campaigns against them. One powerful Pelosi deputy who faces a primary, Rep. Nita Lowey (D-NY)–the chairwoman of the House Appropriations Committee–has not faced an internal party challenge since 1988. Roll Call’s Jennifer Schutt wrote on Monday: The year was 1988. Def Leppard topped the charts and stonewashed jeans were all the rage. It was also the last time powerful House Appropriations Chairwoman Nita M. Lowey faced a primary challenge.     A Tesla that was sitting on a rack waiting for repair in Hangzhou, China suddenly caught fire yesterday morning, according to Chinese media. The Hangzhou Fire Command Center received a fire alarm call and responded to find a Tesla "hanging in the air" and on fire. The incident took place at 1:45 AM on August 18 when the Hangzhou Fire Command Center received a report that a Tesla repair shop had smoke coming from it. The fire department dispatched three vehicles to the incident, which was located in the Jiangnan Building Materials Market on Binkang Road, a Tesla authorized spray center called Hangzhou Xincheng Express Cat Auto Service Co., Ltd. When the firefighters arrived, they found that the building was full of smoke and there was poor visibility. They saw "an open flame and black smoke" under the hood of a Tesla. The "meter box" next to the Tesla was also on fire. The fire was extinguished about an hour and a half later at 3:13 local time. While the specific cause of the fire remains under investigation, the Tesla's engine is the initial suspect.     Turkey and Syria could be headed for war as their armies increasingly clash on front lines in southern Idlib, also amid a heavy aerial bombardment by Syrian and Russian jets of al-Qaeda held Khan Sheikhoun. On Monday a Turkish convoy came under attack by Syrian airstrikes while traversing a highway headed toward Khan Sheikhoun. Damascus has accused Turkey of seeking to aid terrorists in the besieged town, which had been site of prior chemical attack claims issued by anti-Assad fighters, and fired "warning shots" on the approaching armored convoy, killing and injuring some among the pro-Turkish force. An AFP correspondent observed around 50 Turkish armed vehicles, including at least five tanks, traveling through Idlib which the Syrian government has condemned as an illegal breach of its sovereign borders. The convoy is said to be laden with ammunition resupplies for local "rebels" battling the Syrian Army in southern Idlib province. Ankara's position has been to claim massive Syrian-Russian airstrikes are a violation of prior agreements between Russia, Turkey, and Syria. At least one fighter from a Turkish-backed faction was reported killed in the airstrikes on the convoy, which halted its movement south, along with many injured. Some reports said there were multiple among the dead. Turkey's defense ministry "strongly" condemned the incident, with statements out of Damascus saying Turkey is seeking to resupply terrorist groups on Syrian soil.     The Kentucky Cabinet for Health and Family Services has denied Planned Parenthood's application to license an abortion facility in downtown Louisville. In a letter to Planned Parenthood of Indiana and Kentucky, Cabinet Secretary Adam Meier said the downtown facility reportedly performed 23 abortions from December 2015 to January 2016, stating the facility was not licensed to perform abortions during that time.
