    A Massachusetts judge is one step closer to facing a federal trial on charges that she assisted an illegal immigrant in avoiding federal apprehension. A federal judge last week declined to dismiss charges against Massachusetts District Court Judge Shelley M. Richmond Joseph and now-retired Massachusetts trial court officer Wesley MacGregor. Joseph, MacGregor, and a defense attorney are accused of helping a Dominican man evade being taken into custody at the Newton District Court by ICE agents after a 2018 hearing on criminal charges including drug possession. Prosecutors say the man had previously been removed from the U.S. twice and was barred from reentering the country until 2027. Approximately one month after his escape, the fugitive was apprehended by immigration authorities, according to the Associated Press. "Joseph’s lawyers have blasted prosecutors for what the defense has called an 'extraordinary sweetheart deal granting complete immunity' to the immigrant’s defense attorney, who they say was the 'architect and ringleader' of the man’s escape plan," the AP reported. "Her lawyers say Joseph had no idea about the plan, but they argue that even if the allegations were true, judicial immunity shields judges from liability for acts 'taken in their judicial role.'"

President Trump is signing an Executive Order to create a policy where Federal agencies will focus on United States labor in lucrative Federal contracts. It would be unfair for Federal employers to replace perfectly qualified Americans with workers from other countries. The Executive Order will require all Federal agencies to complete an internal audit and assess whether they are in compliance with the requirement that only United States citizens and nationals are appointed to the competitive service. The Department of Labor will also finalize guidance to prevent H-1B employers from moving H-1B workers to other employers’ job sites to displace Americans workers. PREVENTING HARMFUL OUTSOURCING: This Executive Order will help prevent Federal agencies from unfairly replacing American workers with low-cost foreign labor. This Executive Order follows the federally-owned Tennessee Valley Authority’s (TVA) announcement that it will outsource 20 percent of its technology jobs to companies based in foreign countries.

    The Trump administration has enacted the most sweeping immigration reforms of any U.S. presidency and has accomplished this through broad-brush measures, as well as utilizing minute technical loopholes in the law, and the coronavirus pandemic to get around Congress, according to a report released Friday by the Migration Policy Institute. The report, “Dismantling and Reconstructing the U.S. Immigration System — A Catalog of Changes under the Trump Presidency,” found immigration to be President Donald Trump’s No. 1 goal during his first term and that he was able more than any predecessor before him to enact change by issuing over 400 executive actions, taking advantage of existing laws and shutting down the Southwest border to all asylum-seekers under the guise of COVID-19. “The administration of President Donald J. Trump has dramatically transformed the U.S. immigration system, in bold-brush, sweeping ways but also in small technical details across the immigration portfolio. After pledging to take one of the most activist agendas on immigration in modern times, the administration has delivered on nearly everything the president promised on the campaign trail, almost exclusively via executive fiat, ignoring a Congress he had originally pledged to work with on systemic reform,” the report found. “Trump has dismantled and reconstructed many elements of a U.S. immigration system that was last reformed in 1996. Humanitarian protections have been severely diminished. The U.S.-Mexico border is more closed off than perhaps any time in U.S. history. Immigration enforcement appears more random. And legal immigration has experienced a historic contraction.” Report co-author Sarah Pierce told Border Report that the Trump White House has “moved at a rapid-fire pace doing executive action after executive action — some of them have been bold sweeping motions, but a lot of them have been very small technical changes that haven’t really risen to the public’s attention.” This includes the utilization of a 1944 relatively unknown law called the Title 42 Public Health Charge, which the administration cited in shutting down the U.S. borders with Mexico and Canada on March 20 to stop the coronavirus from spreading. The administration has extended the restrictions at least through the end of August and many analysts believe he will continue to keep the borders closed until the Nov. 3 election.

The Guanajuato attorney general's office said security forces captured Yepez with five other people and rescued a kidnapped local businesswoman during the operation. An "arsenal" of weapons was also secured during the raid. Security Minister Alfonso Durazo said Yepez would be taken to the Altiplano penitentiary, a maximum-security prison where drug lord Joaquin "El Chapo" Guzman was housed before he escaped through a tunnel in 2015. Guzman was recaptured in 2016. A hub of the carmaking industry, Guanajuato was once one of the safer regions of Mexico, but the violence of the past few years has pushed national homicide tallies to record levels.     The judge presiding over the Ghislaine Maxwell case has banned her lawyers from publicly naming abuse victims involved in the lawsuit. US District Judge Alison J Nathan ruled that Ms Maxwell’s attorneys cannot reveal the names of the individuals accusing her of sexual crimes in the course of her work for infamous pedophile Jeffrey Epstein. “Not all accusations or public statements are equal,” Ms Nathan wrote in her ruling. The judge ruled that the victim’s contribution to the lawsuit is not the same as a public statement, and that the victims “still maintain a significant privacy interest that must be safeguarded.” “Deciding to participate in or contribute to a criminal investigation or prosecution is a far different matter than simply making a public statement ‘relating to’ Ms Maxwell or Jeffrey Epstein, particularly since such a statement might have occurred decades ago and have no relevance to the charges in this case,” she wrote.

    The Czech Republic continues to be at the forefront of the battle for gun rights in Europe. On July 13, the Czech government announced that it endorsed a plan to enshrine the right of individuals to use a firearm to defend themselves and others in the central European nation’s constitution. The move comes three years after another pro-gun constitutional amendment passed the Czech Chamber of Deputies (the lower house of the Czech Parliament) but failed to receive final approval. Last September, 35 members of the Czech Senate introduced legislation to amend the Czech Constitution’s Charter of Fundamental Rights and Freedoms. The proposal would alter the charter to include language that roughly translates to the following, “The right to defend one's life or another's life and weapons is guaranteed under the conditions laid down by law.” In a document explaining the forwarded change, the senators noted, “The current proposal… strengthens the fundamental rights of individuals. The proposal itself introduces a constitutional enshrinement of the right to defense with arms.” The item goes on to explain, “Given the importance of the right to life, which is the most basic right, because without life other human rights cannot be fulfilled, the proposal considers it appropriate to symbolically elevate this right to the constitutional level.” According to European news source Euractiv, the Senate proposal came about in part due to a grassroots gun rights effort akin to those that have made Second Amendment supporters such a political force in the U.S. Pro-gun activists had presented senators with a petition containing more than 100,000 signatures in support of greater protection for gun rights. According to a report from the Czech News Agency (CTK), the Czech government was expected to remain neutral on the self-defense amendment, but changed its position after “an intense debate.” The proposal earned the support of Czech Defence Minister Lubomír Metnar, who cited “security developments” as a reason to back the measure.
