    Kazakhstan's parliament on Wednesday voted to rename the country's capital in honour of long-time ruler Nursultan Nazarbayev, a day after he resigned as president."Astana is now officially renamed Nursultan," the state-owned Kazinform news agency said after a parliamentary vote. Kazakhstan's new interim president Kassym-Jomart Tokayev proposed renaming the capital after he was sworn in following Nazarbayev's shock resignation on Tuesday. In his first official act, Tokayev asked that Astana -- the gleaming new capital Nazarbayev erected in the country's vast steppes -- be renamed "Nursultan" -- which means "Sultan of Light" in Kazakh and other Turkic languages. Astana, the government's showpiece project on the Ishim river in northern Kazakhstan, took over as the capital more than 20 years ago. It replaced Kazakhstan's largest city Almaty as the capital in 1997 and was transformed from a minor provincial town into a futuristic city. Its name meant "capital" in Kazakh and there had long been speculation it could at some point be renamed after the leader who shaped it. It was not the first name change for the city, now home to around one million people. Astana was previously known as Akmolinsk, Tselinograd and Akmola.     The U.S. Administration has renewed for another 90 days a sanctions waiver for Iraq to continue importing energy from neighboring Iran despite the American sanctions on Tehran, an official with the U.S. State Department told Reuters on Wednesday. “Iraq was granted a 90-day waiver to purchase energy imports from Iran,” the official told Reuters on condition of anonymity. This is the third waiver for Iraq—which depends on Iranian electricity and natural gas imports for part of its energy needs—that the United States has granted since it re-imposed sanctions on Iran’s oil, energy, and shipping industries in early November 2018. At the end of last year, the U.S. granted Iraq a 90-day extension to the initial 45-day waiver allowing Baghdad to continue imports of electricity from Iran after the U.S. sanctions on Tehran returned. Major Iraqi power plants are dependent on Iranian natural gas supply, while Iraq also imports electricity from Iran, as Baghdad’s power generation is not enough to ensure domestic supply. Iraq has argued that it needs more time to find alternative sources of electricity supply if it is to avoid more and more power outages, which is one of the main reasons for protest rallies in the heart of Iraq’s oil region in the southern city of Basra last summer.     Following reports that a flood of New Zealand gun owners have been voluntarily surrending their firearms in the wake of last Friday's Christchurch mosque attack that left 50 dead, the numbers are in on how many Kiwis actually handed over their weapons. Out of an estimated 1.2 million registered guns, New Zealand police report that as of Tuesday night, 37 firearms have been surrendered nationwide, according to BuzzFeed. No accounting was provided of how many people owned those guns, the types of firearms, or where they were surrendered. The reports of citizens disarming themselves come after a Monday announcement by Prime minister Jacinda Ardern that several "in principle decisions" on gun control have been made by Cabinet ministers, and has praised residents who have surrendered their guns to police. So far, we know of four people who have; Green Party member John Hart and longtime gun owner "@SirWB" - who each turned in a rifle, a grandmother who goes by the Twitter handle "@FeyHag" who said she requested for her family's guns to be handed in for destruction, and former New Zealand Army soldier Pete Breidahl - who said he warned local police of extremists at a local rifle club where he said he suspected the shooter was a member. "All I want is to go back to my horses, say goodbye to firearms and the bullshit shooting community and its drama and let the police and government sort this one out," wrote Breidahl in a Facebook post. "I don’t NEED, want or care about guns. I can happily live my life without them." Most reports cited three tweets, including that of John Hart, a farmer and Green Party member from Wairarapa, who told BuzzFeed News he surrendered his semiautomatic rifle two days after the attack. He tweeted a photo of the form he signed to hand over his rifle to the police to be destroyed, saying, "We don't need these in our country. We have to make sure it's #NeverAgain." -BuzzFeed Ardern asked residents to surrender their weapons on Monday.

    Kentucky governor Matt Bevin on Tuesday signed a bill that bans abortions chosen on the basis of an unborn child’s sex, race, or disability. A court filing in the U.S. District Court in Louisville indicated that the governor has signed the bill, which included an “emergency clause” stipulating that it would go into effect immediately. Physicians must now certify in writing that the patient did not request the abortion for a reason related to the baby’s sex, race, or disabilities. Flouting the new law puts doctors at risk of losing their medical license or being prosecuted for a felony, although the mother of the unborn child would not be targeted. Another new law that bans abortions after about six weeks or when a heartbeat can be detected forced Kentucky’s sole abortion clinic, EMW Women’s Surgical Center in Louisville, to cancel some appointments on Friday until a federal judge intervened. “EMW and its abortionists have responded with a novel claim: Women have a constitutional right to undergo race-based abortions, gender-based abortions, and disability-based abortions. In plaintiffs’ view, somewhere in the Fourteenth Amendment’s penumbra lies a protection for eugenics,” the governor’s lawyer M. The prime minister told reporters that parliamentarian Celina Caesar-Chavannes, who has publicly backed Wilson-Raybould several times and earlier this month attacked Trudeau on Twitter, had left the Liberal parliamentary caucus. "I want to thank her for her service to the Liberal Party and to her constituents and wish her the best," Trudeau said in brief remarks. Caesar-Chavannes, who represents a parliamentary constituency in the province of Ontario, had already announced she would not run again in this October's federal election. Although her departure has little immediate political effect - the Liberals still have a majority in the House of Commons - it underlines the staying power of an affair that has already cost Trudeau two high-profile female cabinet ministers, his closest aide and the head of the federal bureaucracy. It is also awkward for a prime minister who came to power in late 2015 promising to boost the role of women in politics. Lai -- a former mayor of the southern Taiwanese city of Tainan who once described himself as an “independence worker” -- resigned in January, weeks after the party suffered a resounding loss in local elections. “Taiwan is facing a more precarious situation in the face of China’s threats,” Lai said Monday, after submitting his nomination application at DPP headquarters in Taipei. “Taiwan doesn’t want to be a second Hong Kong or Tibet. The elections in 2020 are critical to Taiwan’s future.” Tsai, who is almost three years into her first term, has said she plans to seek re-election despite receiving support of less than 30 percent in most recent polls. Although Tsai stepped down as the DPP leader after losing several counties and cities to the more China-friendly Kuomintang opposition in November, she had so far faced no obvious challengers from within the party. Tsai spokesman Xavier Chang said via text message that Lai’s candidacy doesn’t change the president’s plans to run.     While it should not come as a surprise following news that a grand jury subpoena - which listed the Justice Department’s criminal division listed as a contact - had been sent to Boeing and the FAA, scrutinizing the development of Boeing 737 MAX jetliners and in particular whether corners had been cut with its anti-stall (MCAS) system, moments ago Boeing stuck tumbled when the Seattle Times reported that the FBI has joined the criminal investigation into the certification of the Boeing 737 MAX, "lending its considerable resources to an inquiry already being conducted by U.S. Department of Transportation agents." The federal grand jury investigation, based in Washington, D.C., is looking into the certification process that approved the safety of the new Boeing plane, two of which have crashed since October, the Seattle Times reported. Conveniently, the FBI’s Seattle field office is located close to Boeing’s 737 manufacturing plant in Renton, as well as nearby offices of Boeing and Federal Aviation Administration (FAA) officials involved in the certification of the plane, which means that the probe should be rather quick. The investigation, which is being overseen by the U.S. Justice Department’s criminal division and carried out by the Transportation Department’s Inspector General, began in response to information obtained after a Lion Air 737 MAX 8 crashed shortly after takeoff from Jakarta on Oct. 29, killing 189 people, Bloomberg reported earlier this week, citing an unnamed source. It has widened since then, with the grand jury issuing a subpoena on March 11 for information from someone involved in the plane’s development, one day after the crash of an Ethiopian Airlines 737 MAX 8 near Addis Ababa that killed 157 people, The Associated Press reported this week. A story by the Seattle Times over the weekend detailed how FAA managers pushed its engineers to delegate more of the certification process to Boeing itself, sparking confusion just what the FAA's role actually is, and whether it delegated its own duties to the "supervised" company in exchange for kickbacks. The Times story also detailed flaws in an original safety analysis that Boeing delivered to the FAA.     Reports by London’s Guardian, Press TV, and other media suggesting it are unverified, the Guardian saying the following: Mohammad bin Salman (MBS) “has not attended a series of high-profile ministerial and diplomatic meetings in Saudi Arabia over the last fortnight and is alleged to have been stripped of some of his financial and economic authority,” adding: “The move to restrict, if only temporarily…understood to have been revealed to a group of senior ministers earlier last week by his father, King Salman.” Press TV reported that MBS was “stripped of some of his powers and has not attended…recent weekly cabinet meetings and…high-profile talks with visiting dignitaries,” including Sergey Lavrov, confirmed by Russia’s Foreign Ministry, adding: King Salman appointed Musaed al-Aiban to oversee kingdom financial and investment decision-making. On July 14, 2018, months before Jamal Khashoggi’s October 2 murder by an MBS hit squad in the kingdom’s Istanbul consulate, Middle East Eye reported the following: “Twenty-four Saudi princes, including Deputy Crown Prince Muqrin Bin Abdulaziz, (met) with king Salman…in Mecca…in the absence of” MBS. Separately, king Salman met with presidents and other officials of various nations in July last year. It’s unclear if MBS attended the meeting. His absence from various high-level meetings may or may not be significant, no information from the kingdom either way. He’s king Salman’s favorite son. There’s been no official word on whether he fell out of favor with his father over Khashoggi’s murder causing international furor and/or other activities he overseas.
