    The surge of enthusiasm among Democrats that’s produced a record number of candidates for Congress this year has come at a cost: spread out donations and campaign accounts drained by expensive primary fights. Even as Democratic donors lavish money on the party’s U.S. House candidates in the first midterm election of Donald Trump’s presidency, an analysis of this week’s Federal Election Commission filings shows Republican candidates have more money in the bank in 17 of 23 districts rated as toss-ups in November by the non-partisan Cook Political Report. "Republicans owe their advantage to incumbency in most of these close races," said Sheila Krumholz, executive director of the Center for Responsive Politics, a campaign finance research group in Washington. "Victors of wide-open primaries with well-funded opponents are usually left with depleted coffers." Plenty of time remains for fundraising before the November election. But the current imbalance suggests a potential advantage for Republicans who may have more resources in the early phase of the general election campaign to define their Democratic opponents in unflattering ways.     St. Louis prosecutors on Friday charged Missouri Gov. Eric Greitens with a felony for using a charity donor list for his 2016 political campaign, adding to the woes of the first-term Republican governor who responded by calling it another effort to "smear" him.The charge of tampering with computer data is in addition to an earlier charge alleging Greitens took and transmitted a nonconsensual photo of a partially nude woman with whom he had an extramarital affair in 2015. The new charge accuses Greitens of disclosing the donor list from The Mission Continues in 2015 without permission from the St. Louis-based charity that Greitens founded. The Associated Press first reported in October 2016 that Greitens' campaign obtained a list of top donors to The Mission Continues and raised nearly $2 million from donors who were on it. Greitens has been facing increasing pressure to resign — including from fellow Republicans — since a special House investigative committee's report released April 11 that detailed allegations from the woman with whom he had the affair. She testified that Greitens restrained, slapped, grabbed, shoved and threatened her during a series of sexual encounters that at times left her crying and afraid. Greitens has denied committing any crimes and vowed to remain in office, calling the investigations into him a "political witch hunt." On Friday, he accused Circuit Attorney Kim Gardner, a Democrat, of wasting "thousands and thousands of taxpayer dollars." "Her original case is falling apart — so today, she's brought a new one," Greitens said in a statement. "By now, everyone knows what this is: this prosecutor will use any charge she can to smear me." Zimbabwe left the Commonwealth network of 53 mostly former territories of the British Empire in 2003 after Mugabe, who had ruled Zimbabwe from its independence in 1980, came under criticism over disputed elections and land seizures from white farmers. On April 18, Moscow disclosed that it has formally handed over to the OPCW proof to the effect that the Novichok agent purportedly used in the Salisbury attack actually happens to be patented as a chemical weapon in 2015 in the US and produced in that country. (By the way, unlike Russia, the US is yet to destroy its chemical weapon stockpiles, as required under the Chemical Weapons Convention of 1997.)     A volcano in southern Japan has erupted for the first time in 250 years, and authorities set up a no-go zone around the mountain. Mount Io spewed smoke and ash high into the sky Thursday in its first eruption since 1768. Japan's Meteorological Agency on Friday expanded a no-go zone to the entire mountain from previously just around the volcano's crater. Explosions have briefly subsided Friday, but officials cautioned residents in nearby towns against falling volcanic rocks and ash.     Meghan McCain returned to Arizona this week to be with her ailing father, Sen. John McCain, who is battling a deadly form of brain cancer and has been in the hospital after surgery. After the news of McCain's hospitalization earlier this week, his wife, Cindy McCain tweeted he was "doing well." She wrote the couple was anticipating a return to their property in Cornville, Ariz., near Sedona. It is unclear whether the senator, or his family members, will attend the McCain Institute for International Leadership's annual Sedona Forum. The vote fell closely on party lines with 50 Republicans voting for President Donald Trump's nominee and 47 Democrats and two independents voting against him.     A second lawsuit is seeking to overturn the village of Deerfield’s assault weapons ban that is scheduled to take effect June 13. The suit filed Thursday by the advocacy group Guns Save Life and Deerfield resident John William Wombacher III challenges the Deerfield ordinance that was approved April 2 on numerous grounds. The National Rifle Association’s Institute for Legislative Action issued a news release Thursday saying it was supporting the Guns Save Life lawsuit. The suit contends, among other things, that a provision instructing the Deerfield chief of police to confiscate and destroy assault weapons and large-capacity magazines violates a guarantee under the Illinois Constitution that private property shall not be taken for public use without just compensation. The suit also challenges the definition of “so-called assault weapons” and “large capacity magazines” in the ordinance, noting the ban covers prevalent firearms that are overwhelmingly used for self-defense. Those include the AR-15, described in the suit as “America's most popular semiautomatic rifle.” “What we are looking to do is block the village of Deerfield’s unconstitutional efforts, in our opinion, to deny residents, passers through and people visiting the right to firearms based merely on cosmetic appearance,” said John Boch, executive director of Guns Save Life. Boch said the Deerfield ordinance banning firearms “based on appearances makes no more sense than banning brown M&M’s just because the village doesn’t like the color of the particular M&M.” Deerfield officials could not be reached Thursday for comment on the latest lawsuit.
