These target list doesn't even come close to accounting for very many of the estimated 1800 nukes that the Russians have.
I was listening to an arms expert who worked in the field of nuclear targeting and he made mention of not wanting to live in a city over 50,000 that had a bridge over the Mississippi River.
They will be going after real infrastructure that isn't necessarily near military outposts or population centers. Major bridges, power stations, hydro plants will be hit because they have plenty of warheads.
