    The Asian Infrastructure Investment Bank (AIIB) was supposed to be the keystone of China’s Belt and Road Initiative, but it has disbursed just $1 billion in its first three years of operation. Back in 2016, the AIIB was touted and feared as the new colossus of development banks. Promoters pointed to Asia's need for trillions of dollars of new infrastructure. Critics feared that the AIIB would marginalize existing institutions like the World Bank and the Asian Development Bank (ADB). The United States opposed the creation of a new, China-centered development institution for Asia, but the Obama administration’s efforts to sink the bank proved futile. In the end, sixty-six countries joined China as members of the AIIB, including close American allies like Australia, Canada and the United Kingdom. The AIIB opened its doors in January 2016 with $100 billion in subscribed capital. With that kind of money at its disposal, expectations were that the AIIB would “lend $10 billion-$15 billion a year for the first five or six years” of its operations. The New York Times took this as proof that “China, with its vast wealth and resources, now rivals the United States at the global economic table.” Yet in its first three years of operation, the AIIB has approved loans totaling less than $7 billion. And that includes the final tranche of loans for 2018, just approved at its December 7 board meeting. The amount of loans disbursed to date is almost certainly far less. For example, a $400 million AIIB loan approved last week for a water supply project in India will be drawn between 2019 and 2023. In fact, the AIIB seems to have only $1.15 billion in total outstanding loans on its books, according to its third quarter financial statements. Vastly outweighing its loan book, it holds more than $8.5 in bank deposits and another $3.3 billion in trust funds. All of which raises an interesting question: who is the AIIB’s lucky banker? Focusing on loans approved—which may or may not ever be disbursed—the AIIB’s new approvals this year were just $2.5 billion, down from $3.3 billion in 2017. To put that in perspective, the World Bank committed more money to India this year ($3.4 billion) than the AIIB announced for all of Asia. And the World Bank has a much stronger track record of disbursing its loans. In three years of operations, the AIIB has committed a grand total of just $7 billion to thirty-four projects in thirteen countries. By far the largest beneficiary has been India, with nine projects totaling nearly $2 billion. Indonesia is second, with five projects totaling $940 million. The average size of an AIIB lending commitment is just over $200 million, and the average level of AIIB participation in any particular project is just over 25 percent of the total cost. Generally speaking, the AIIB seems willing to participate as an investor in other people’s projects, but seems shy about funding projects of its own. This is hardly the kind of transformational leadership that will reorient Asia’s trade routes toward an all-conquering Middle Kingdom.

    India's government named an ally of Prime Minister Narendra Modi as the country's new central bank chief Tuesday, a day after his predecessor quit following a dispute about government interference. Shaktikanta Das has been appointed governor of the Reserve Bank of India (RBI) for three years, a government statement said. The 63-year-old is a former senior finance ministry official and a key figure in Modi's controversial "demonetisation" scheme of November 2016. Das has worked with various government bodies and was part of the economic affairs ministry when Modi announced his controversial cash ban that scrapped 86 percent of notes overnight. "The government has hired an insider who will be sympathetic to government concerns and not hold diverging opinions," independent economist Ashutosh Datar told AFP. "This is an extremely disappointing choice and is the final straw in chipping away at the RBI's integrity and freedom to set rates and take policy decisions," he added.     The rule of law is breaking down in liberal states and jurisdiction across the country with totally politicized law enforcement and court rulings and California has legalized voter fraud with its ballot harvesting law. Other states electoral processes are almost as corrupt. The founders put that clause in the Constitution for a reason and we are getting to the point where it may be needed. I would like to know what it would take to see it invoked.

    Yes, if you mean that the guilty are punished, but the rule of law has been decaying before our very eyes to the point that it isn't even given token consideration with leftists allowed to break the law without consequence and conservatives found guilty on trumped up charges, also the Constitution is the supreme law of the land and if it is wantonly violated in ever more egregious manners then you do not have a Republican form of government. If elected offices are held by fraud then you don't have a Republican form of government and that should apply if the electoral system is so corrupted that fraud can't be detected or stopped, legalized ballot harvesting for instance.

    The Trump administration is asking the Supreme Court to allow enforcement of a ban on asylum for any immigrants who illegally cross the U.S.-Mexico border.Two federal courts have temporarily blocked the policy President Donald Trump announced in November in response to caravans of migrants that were approaching the border. Last week, the federal appeals court in San Francisco said the ban is inconsistent with federal law and an attempted end-run around Congress. The administration said in court papers filed Tuesday that the nationwide order preventing the policy from taking effect "is deeply flawed" and should be lifted pending an appeal that could reach the high court.     The Trump administration provided adequate justification for its decision to end a program that reunited hundreds of immigrants from Central America with family members in the U.S., a federal judge ruled Monday.Magistrate Judge Laurel Beeler threw out the bulk of a lawsuit that argued the termination of the Obama-era Central American Minors program was arbitrary and violated the U.S. Constitution. The program allowed parents legally in the U.S. to apply to bring children or other family members living in Honduras, Guatemala or El Salvador to the U.S. One of the goals was to discourage children from making the dangerous journey from those countries to the U.S. to be with family. More than 1,300 people came to the U.S. under the program between 2014 and the end of 2016, according to figures cited in Beeler's decision. When it ended the program in August 2017, the Trump administration revoked approval for roughly 2,700 additional immigrants who were set to travel to the U.S. In her ruling, Beeler said the decision to revoke those approvals was arbitrary and capricious and required more analysis and explanation. Linda Evarts, an attorney with the International Refugee Assistance Project who is representing plaintiffs, said she welcomed that part of the ruling and called the decision "an important first step." Beeler in a separate order suggested the plaintiffs might be able to revise their lawsuit to address some of her concerns. The judge, however, found the administration had sufficient policy and legal arguments for its decision to end the Central American Minors program. The Obama administration granted refugee or parole status to 99 percent of the people it interviewed for the program, giving them a greenlight to come to the U.S., according to State Department figures in Beeler's decision.

    It seems that there really is a small minority drowning out everyone else. And, the effect is to have some people believing that the minority is the majority. It is compounded when others are afraid to speak up. It takes on a life of its own. I skimmed the 256 replies the Democratic Underground (DU) thread. In all fairness, there is an okay range of opinion, but there is definitely a difference between the RPF tone and the DU sentiment. I counted about 10 people who seemed to be bent out of shape.     Isn't the liberty movement collective action? Aren't we attempting to go towards liberty together? Not all collective action is "collectivist", "Where We Go One We Go All" is just a commitment to work together towards a common goal, in the case of Q that common goal is supposed to be the restoration of liberty and the rule of law.

    Next time @Bryan has a Q&A session with Rand I would like him to ask what would Rand see as the requirement to hold hearings into whether California and/or other lawless liberal states still have a Republican form of government as is required by the Constitution.     But that wouldn't make it not a Republican form of government, a Republic could do either of those things. If elections are completely compromised as is the case with California and ballot harvesting or if the rule of law completely breaks down as has begun to happen with the politicized law enforcement and court cases we have been seeing that should qualify as non-Republican government. At some point there will be an incident that crosses a threshold in the national psyche and we need to be prepared to bring up the Republican form of government clause, it would be best if we could spread the idea ahead of time.
