I'm not sure if it was your intention, but what you posted basically confirms what AF has been saying. Namely, that Walz repealed the provisions that required medical care be provided to failed abortion babies.
The law originally stated that medical care would be provided to these babies, and then provided the subsections necessary to implement that.
What's really kind of sick about it though, is that they didn't choose to repeal the whole thing. As you quoted in your post, they left the header of that section mostly intact. What they did, was they repealed every subsection (e.g., the important bits that implemented the law), and then changed the phrase "medical care" in the header to just "care".
They repealed all the important bits of that section, and left in place a warm & fuzzy header that was neutered of all usefulness.
