Rand Paul (Ky.) announced Thursday that he will take over as the top Republican on the Senate Homeland Security and Governmental Affairs Committee next year, opting not to become the ranking member on the Senate Health Committee, where he also serves as a senior member. The Homeland Security and Governmental Affairs Committee is the Senate’s chief oversight committee, which will give Paul broad jurisdiction over federal departments and agencies. Had Republicans won the Senate majority in last week’s elections, Paul could have spearheaded Senate investigations of the Biden administration. The committee has authority to receive referrals on all legislation related to the national archives, the census, the federal civil service, the organization of the executive branch and the U.S. Postal Service.

    By Kyle Jaeger November 9, 2022 Colorado voters approved an initiative on the ballot to legalize possession of certain psychedelics and create psilocybin “healing centers” on Tuesday. More than four years after Denver became the first U.S. city to decriminalize so-called magic mushrooms, setting off a national reform movement, the state has now legalized low-level possession of a variety of psychedelics while following Oregon’s lead in authorizing licensed facilities to administer supervised psilocybin services. Here’s what the Natural Medicine Health Act initiative will accomplish: Possession, use, cultivation and sharing of psilocybin, ibogaine, mescaline (not derived from peyote), DMT and psilocyn will be legalized for adults 21 and older, without an explicit possession limit. There will be no recreational sales component.

    BY NORML NOVEMBER 9, 2022 Missouri voters have decided in favor of a ballot initiative (Amendment 3) legalizing the possession, cultivation, and licensed retail sale of cannabis for those ages 21 and older. The vote marks the first time that voters in a mid-western state have ever decided in favor of a citizens’ initiative legalizing marijuana for adult use. “Missourians have clearly demonstrated that support for ending prohibition isn’t relegated to the coasts or deep blue states, but that it is a common sense position that resonates with all Americans,” stated NORML Executive Director Erik Altieri, “With the approval of Amendment 3, Missouri voters rejected the failed ideas of the past and elected to chart a new path oriented on justice and sound public policy.” The measure allows adults to possess up to three ounces of cannabis and to home-cultivate up to six flowering plants, six immature plants, and six plants under 14 inches for their own personal use. It also establishes a program to automatically review and expunge criminal records for eligible non-violent marijuana-related marijuana offenses. The measure seeks to broaden participation in the licensed cannabis marketplace by including small business owners and those representing disadvantaged populations, including those with limited capital, residents of high-poverty communities, service-disabled veterans, and those who have been previously convicted of nonviolent marijuana offenses. Additionally, the initiative makes some improvements to the state’s existing medical marijuana access program. more:

    Looks like it's just going to be 2 out of 5, with the other 3 failing by wide margins. Sucks considering that South Dakota passed by 8 points in 2020 (then got overturned).... I don't know why so many people changed their mind from two years ago.

    JACOB SULLUM 11.8.2022 Maryland, where the state legislature approved medical marijuana in 2014, today became the 20th state to allow recreational use of cannabis. With 32 percent of ballots counted, 65 percent of voters had said yes to Question 4, a constitutional amendment that allows adults 21 or older to "use and possess cannabis." The amendment also says the Maryland General Assembly "shall, by law, provide for the use, distribution, possession, regulation, and taxation of cannabis within the state." In April, Gov. Larry Hogan, a Republican, allowed a bill filling in some of the details to become law without his signature. As of January 1, H.B. 837 makes it legal for adults to purchase and possess up to an ounce and a half of marijuana. It also eliminates criminal penalties for possessing two and a half ounces or less. Under current law, possessing less than 10 grams (about a third of an ounce) is a civil offense punishable by a $100 fine, while possessing more (up to 50 pounds) is a misdemeanor punishable by up to a year in jail and/or a maximum fine of $1,000. Smoking marijuana in a public place will remain illegal in Maryland, subject to a maximum civil fine of $250 for the first offense and $500 for subsequent offenses. The new law allows adults to grow up to two marijuana plants at home and share cannabis "without remuneration." It expunges criminal records for newly legal conduct and allows resentencing of defendants serving time for such offenses.

Rand Paul of Kentucky, a libertarian-leaning conservative and former presidential candidate, won a third term Tuesday by defeating a rival from the other end of the political spectrum, progressive Democrat Charles Booker. First elected in the tea party-driven wave of 2010, Paul’s victory extended a long GOP winning streak in Kentucky Senate races. The Bluegrass State hasn’t elected a Democrat to the Senate since Wendell Ford in 1992. Booker was the first Black Kentuckian to run as the state’s Democratic nominee for the Senate, but his trailblazing campaign came up short against Paul. It was Booker’s second bid for the Senate. In 2020, he barely lost the Democratic Senate primary to an establishment-backed rival routed that year by Republican Sen. Mitch McConnell in the general election. Paul has gained a national voice in promoting limited government and restraint in U.S. foreign policy. One of the Senate’s most contrarian voices, he also denounced what he views as government overreach in responding to the COVID-19 pandemic.
