    France on Wednesday announced it would invite architects from around the world to submit designs for replacing the spire of Notre-Dame cathedral after a devastating blaze, as the government braced for a mammoth restoration challenge. Prime Minister Edouard Philippe said the contest would decide whether the monument should have a new spire at all and if so, whether it should be identical to the fallen 19th-century model or be a wholly new design. Explaining that having no new spire at all was an option, Philippe noted that Notre-Dame had been without a steeple for part of its history. "The international contest will settle the question of whether we should build a new spire, whether we should rebuild the spire that was designed and built by (Eugene) Viollet-Le-Duc, in identical fashion, or whether we should... endow Notre-Dame cathedral with a new spire adapted to the techniques and the challenges of our era." Philippe described the task of rebuilding it as "a huge challenge and historic responsibility", a day after President Emmanuel Macron said the entire restoration should be completed in just five years. In a sign of the monument's resilience, the copper rooster that topped its spire was found Tuesday in the rubble of the roof, "battered but apparently restorable" according to a spokesperson for the culture ministry.

With Zelensky scoring 72 percent support to Poroshenko's 25, according to the most recent opinion poll, this could be the last chance the incumbent has to boost his flagging campaign. Until he announced his candidacy at the start of this year, 41-year-old Zelensky's political experience was limited to playing Ukraine's president in a popular TV show. On Wednesday, his team was promoting the debate on social media, encouraging the public to be "witness to an event that will go down in the history of Ukraine". They said it would be the "largest scale" event of its kind ever staged in the country. The two men took drug tests earlier this month, after Zelensky insisted this was a requirement before any debate. Poroshenko, 53, has long pressed his opponent to meet him in a debate and a group of Ukrainian news media this week demanded Zelensky hold a press conference to answer their questions. But the actor has almost completely eschewed traditional media and campaign events, preferring instead to communicate with voters through social media and comedy shows.

    A new report published several weeks ago raised red flags about the affordability of the U.S. Navy’s latest nuclear submarine project. The Government Accountability Office (GAO) said the Navy is considering to ask Congress for additional funds in fiscal 2021 to procure the first of its new 12-ship fleet of nuclear-armed submarines. The Columbia-class submarine program has an estimated value of approximately $128 billion including research and development costs, with $115 billion for procurement. GAO said that makes it the third-costliest program for any weapon systems in the Pentagon's history. But stressed the cost estimate for the program "is not accurate because it relies on overly optimistic" reductions in labor costs, added GAO. Now the Pentagon’s inspector general is getting involved and wants to audit the program's propulsion and steering system. Bloomberg said an audit would begin on the first of 12 vessels, will "determine whether the Navy is managing the development" of the system to "ensure that it meets performance requirements without cost increases or schedule overruns," the Department of Defense Inspector General (DoD IG) said in its fiscal 2019 audit plan. "There is a suggestion in this statement that the stern section may present some risk of cost growth or schedule delay," Ronald O’Rourke, a naval systems analyst for the Congressional Research Service, said in an email to Bloomberg.

On Wednesday morning, prosecutors in Florida said they would make the tapes public. But Kraft wasn’t done with his legal battle. On Wednesday afternoon, Judge Joseph Marx issued a temporary protective order stopping the release of the video evidence, according to multiple reports including ESPN.com and ABC News. The case itself, in which Kraft was charged with two counts of misdemeanor solicitation of prostitution for two trips to the spa in Florida in which he allegedly paid for sex, has had plenty of attention. But whether the public will ever get to see the video evidence from inside the spa has dominated the coverage lately. Reports said Marx scheduled a hearing for April 29 to rule on the video evidence. South Sudan's petroleum minister told Reuters he had traveled to Khartoum to meet the new leadership, alongside a high-level delegation that included Juba's security service chief and a presidential adviser on security. The other six were Ukrainians. There was no immediate reaction from Russia's GRU. The SBU has reported before that it captured groups belonging to Russian special agencies. "Those detained were involved in the attempted murder of an employee of the Ukrainian defense ministry's intelligence service...in Kiev in April," said Matios, adding the group had planted a bomb beneath the man's car which had gone off prematurely, badly injuring one of the accused. The SBU released a video of the same incident which showed a man placing the bomb under a car before a big explosion.     Michigan Gov. Gretchen Whitmer said Wednesday that she's open to allowing construction of an oil transport tunnel beneath the channel where Lakes Huron and Michigan meet, despite previously halting work on a tunnel plan developed by her predecessor.Whitmer told reporters she wanted as quickly as possible to shut down Enbridge's Line 5, which carries oil and natural gas liquids between Superior, Wisconsin, and Sarnia, Ontario. A more than 4-mile-long (6.4-kilometer-long) segment of the line divides into two pipes that run along the bottomlands of the Straits of Mackinac, which links Michigan's two peninsulas. "There's no quick, easy solutions here, but if the goal is to get the pipeline out of the water, I think the only responsible thing to do is to pursue any strategy that gets us there, including the possibility of a tunnel," the Democrat said. Environmental groups that supported Whitmer's election last fall urged her to reject the tunnel option and move quickly to shut down the underwater Line 5 segment, as she pledged to do during her campaign. Republicans in the state Legislature welcomed what they described as Whitmer's "about-face" on the issue but accused her of wasting time. Former Republican Gov. Rick Snyder wrapped up a deal with Enbridge toward the end of his term calling for a new pipeline segment that would be housed in a tunnel to be drilled through bedrock beneath the lakebed. Once the new line was completed, the existing twin pipes, in place since 1953, would be decommissioned. Whitmer ordered state agencies not to proceed with the Snyder plan after Attorney General Dana Nessel released an opinion last month saying a law enacted in December to implement the deal was unconstitutional. But Whitmer never ruled out the idea of a tunnel. The Detroit News reported Wednesday that her administration had restarted talks with Enbridge, a Canadian company based in Calgary, Alberta. Whitmer spokeswoman Tiffany Brown told The Associated Press that discussions with the company and advocacy groups "are ongoing." Responding to questions after an unrelated event, Whitmer said she was pushing "to get the pipeline out of the water at the earliest possible moment." Attempting to shut down the twin lines immediately by revoking a state easement could prompt a court battle that might keep them operating even longer than called for under the Snyder deal, Whitmer said. It envisions completing the tunnel in 2024, although earlier timelines suggested the process could take seven to 10 years.     Apparently you can walk all the way through the cathedral as a short cut through the block. He claimed this is what he was doing and his van was out of gas. But the police checked it and it had plenty of gas. He had two cans of gas, lighter fluid, and lighters. Lighter fluid can be used to create a long slower fuse than gas allowing 15 to 30 seconds of delay depending on how long the trail is.

    You can't have everything but to me a concealment gun (carried or hidden in the house) is not a gun that you are going to use very often and the increased power and accuracy are worth the increased mechanical complexity. I would not care about size for a gun I was going to use more often at the range or carry when concealment wasn't required.
