The real people that rule the world are not voted in to office, so elections make absolutely no difference to them. For them, they know it is just bread and circuses for the masses so the idiots think their vote actually has a meaningful impact.
I believe that, in most jurisdictions here, the plaintiff can include that, but the defendant has to start a countersuit to get such a judgment. Courts can throw suits out as frivolous, but even getting to that point can be very expensive.
