He wouldn't have the power to do that, only Congress can, since Congress started it. The courts could close it down if they ruled it unconstitutional, but that is unlikely.
However if he were DHS Secretary he could very much cripple the organization to a great extent. The problem is that the bureaucrats would make it so that we suffer because of it (think, insanely long TSA delays, passport delays, NICS delays, CBP crossing delays, etc).
