    Two top House Republicans issued a rallying call on Sunday to combat resistance from intelligence agencies to disclose classified information that they argue will blow wide open a controversy surrounding Russia's role in disrupting the 2016 election.

    Rep. Devin Nunes, the ranking member of the House Intelligence Committee, went so far as to raise the possibility of an overhaul of the U.S. intelligence community if leaders are not more forthcoming with their findings, even as national security experts warn of sources and methods being put at risk and Democrats charge Republicans with pushing Russian disinformation to boost President Trump ahead of the 2020 election.

    "We want every damn bit of evidence that every intelligence agency has, or it's maybe time to shut those agencies down," the California Republican said on the Fox News show Sunday Morning Futures. "Because, at the end of the day ... our liberties are more important than anything else we have in this country. And they have been stampeded over by these dirty cops."

    Nunes and House Minority Leader Kevin McCarthy, another California Republican who also appeared on the show hosted by Maria Bartiromo, both confirmed they have seen underlying evidence to a letter released last week from Director of National Intelligence John Ratcliffe that said in late July 2016, U.S. intelligence agencies received "insight" into a Russian intelligence analysis alleging that Hillary Clinton, then a candidate for president, approved a campaign plan to "stir up a scandal" against Trump tying him to Russian President Vladimir Putin and the Russians' hacking of the Democratic National Committee.

    "Every member of Congress should read the underlying information behind this," McCarthy said. "This is really a bombshell of what we have wasted so much time on, that it was created by Hillary Clinton."

    The San Francisco Board of Supervisors voted unanimously on Tuesday to declare the National Rifle Association (NRA) a “domestic terrorist organization.”

    The resolution claims that the NRA incites and arms those who would use guns in acts of mass terrorism driven by hatred. It reads, in part:

    WHEREAS, Reported hate crimes have increased by double digits since 2015, and
    WHEREAS, There are over 393,000,000 guns in the United States, which exceeds the country’s current total population, and
    WHEREAS, Our elected representatives, including the President, have taken an oath swearing to “support and defend the Constitution of the United States against all enemies, foreign and domestic.”

    The federal government wants your input on whether marijuana should be reclassified under global drug treaties to which the U.S. is a party.

    Specifically, the U.S. Food and Drug Administration (FDA) is asking for public comments about the "abuse potential, actual abuse, medical usefulness, trafficking, and impact of scheduling changes on availability for medical use" of cannabis and several other substances now under international review.

    Under current U.S. federal law as well as global drug policy agreements, marijuana is classified in the most restrictive category of Schedule I. At home, that means it is considered illegal and not available for prescription, while research on its potential benefits is heavily restricted. Cannabis's international status means that nations who are signatories of drug control treaties are not supposed to legalize it, though that hasn't stopped Canada and Uruguay from doing so.

    Public comments on marijuana's effects and legal status "will be considered in preparing a response from the United States to the World Health Organization (WHO) regarding the abuse liability and diversion of these drugs," Leslie Kux, FDA's associate commissioner for policy, wrote in a Federal Register filing published on Wednesday. "WHO will use this information to consider whether to recommend that certain international restrictions be placed on these drugs."

    WHO's Expert Committee on Drug Dependence (ECDD) is meeting in Geneva next month to consider the classification of marijuana and other substances, and is now seeking to "gather information on the legitimate use, harmful use, status of national control and potential impact of international control," the United Nations body said in a notice excerpted in the FDA filing.

    The Senate cleared legislation on Thursday that would eliminate duties on imported raw materials used for production that aren’t readily available in the United States.
    The Miscellaneous Tariff Bill Act, which passed the House in January, was approved by a voice vote as the chamber wrapped up its work for the week.

    Because the Senate amended the legislation, it will need to bounce back to and be passed again by the House — which left town on Thursday until September — before it can head to President Trump's desk.

    “This legislation will help American companies compete across the globe and create economic benefits for consumers by reducing trade barriers for American manufacturers that need products that are difficult to obtain in the United States,” Sen. Orrin Hatch (R-Utah), the chairman of the Finance Committee, said in a statement.

    Battle lines are forming over what could be one of the most contentious fights about housing in California in decades.
    I’m talking about Proposition 10, the November ballot initiative that would overturn California’s Costa-Hawkins Rent Control Act and let local governments impose any form of rent control on any type of rental housing within their jurisdictions.
    “The future of California is at stake here,” said Ken Rosen, chairman of the Fisher Center for Real Estate and Economics at UC Berkeley and a fierce opponent of the measure.
    What the measure boils down to is whether housing “is an essential, like a human right — something that everyone needs and deserves, or whether one views housing as just another commodity that should be bought and sold and rented without limits,” said Prop. 10 supporter Dean Preston, executive director of Tenants Together, a statewide nonprofit for renters rights.


    The Legislature passed Costa-Hawkins in 1995, after some cities had enacted aggressive rent control rules in response to housing shortages and affordability issues. The law said cities (and counties for their unincorporated areas) could limit rent increases — what we think of as rent control. But it said rent control could not apply to single-family homes or condos of any age or to multifamily buildings first occupied after Feb. 1, 1995 (or earlier if a city already had rent control with a previous cutoff date).
    It also said owners of rent-controlled properties could charge whatever they want after a tenant moves out, but once the new tenant moves in, rent increases would be subject to the annual limit. This is known as vacancy decontrol.
    If Prop. 10 passes, local jurisdictions could impose rent control on all property types, including single-family properties and new construction. They also could prevent landlords from charging whatever they want when a unit turns over. This is known as vacancy control.
    If voters approve the measure, most local governments — or their citizens through the initiative process — would still have to adopt rent control, or modify an existing program to tighten their rules. However, some cities that had strict rent control ordinances before 1995 still have them on the books and just stopped enforcing provisions that Costa-Hawkins struck down. If Prop. 10 passes, “they wouldn’t have to pass a statute, they could just flip a switch” and start enforcing the old provisions, said Debra Carlton, senior vice president with the California Apartment Association.
