    The Senate cleared legislation on Thursday that would eliminate duties on imported raw materials used for production that aren’t readily available in the United States.
    The Miscellaneous Tariff Bill Act, which passed the House in January, was approved by a voice vote as the chamber wrapped up its work for the week.

    Because the Senate amended the legislation, it will need to bounce back to and be passed again by the House — which left town on Thursday until September — before it can head to President Trump's desk.

    “This legislation will help American companies compete across the globe and create economic benefits for consumers by reducing trade barriers for American manufacturers that need products that are difficult to obtain in the United States,” Sen. Orrin Hatch (R-Utah), the chairman of the Finance Committee, said in a statement.

    Battle lines are forming over what could be one of the most contentious fights about housing in California in decades.
    I’m talking about Proposition 10, the November ballot initiative that would overturn California’s Costa-Hawkins Rent Control Act and let local governments impose any form of rent control on any type of rental housing within their jurisdictions.
    “The future of California is at stake here,” said Ken Rosen, chairman of the Fisher Center for Real Estate and Economics at UC Berkeley and a fierce opponent of the measure.
    What the measure boils down to is whether housing “is an essential, like a human right — something that everyone needs and deserves, or whether one views housing as just another commodity that should be bought and sold and rented without limits,” said Prop. 10 supporter Dean Preston, executive director of Tenants Together, a statewide nonprofit for renters rights.


    The Legislature passed Costa-Hawkins in 1995, after some cities had enacted aggressive rent control rules in response to housing shortages and affordability issues. The law said cities (and counties for their unincorporated areas) could limit rent increases — what we think of as rent control. But it said rent control could not apply to single-family homes or condos of any age or to multifamily buildings first occupied after Feb. 1, 1995 (or earlier if a city already had rent control with a previous cutoff date).
    It also said owners of rent-controlled properties could charge whatever they want after a tenant moves out, but once the new tenant moves in, rent increases would be subject to the annual limit. This is known as vacancy decontrol.
    If Prop. 10 passes, local jurisdictions could impose rent control on all property types, including single-family properties and new construction. They also could prevent landlords from charging whatever they want when a unit turns over. This is known as vacancy control.
    If voters approve the measure, most local governments — or their citizens through the initiative process — would still have to adopt rent control, or modify an existing program to tighten their rules. However, some cities that had strict rent control ordinances before 1995 still have them on the books and just stopped enforcing provisions that Costa-Hawkins struck down. If Prop. 10 passes, “they wouldn’t have to pass a statute, they could just flip a switch” and start enforcing the old provisions, said Debra Carlton, senior vice president with the California Apartment Association.

    The United States has launched five separate complaints at the World Trade Organization against Canada, China, the European Union, Mexico and Turkey, in response to retaliatory tariffs those countries and groups have launched against American products.

    As CBC reports, the United States Trade Representative Robert Lighthizer said in a statement Monday that recent tariffs implemented by the U.S. on foreign steel and aluminum are "justified under international agreements," but retaliatory measures from other countries in response are not.

    A major change that aims to keep more weapons out of the wrong hands is in the works for the FBI's gun background check process.
    Examiners will be given access to a large, previously untapped database of more than 400 million records as they determine when gun purchases can go through nationwide.

    The FBI's plans for change are spelled out in reports and meeting minutes from its Criminal Justice Information Services Advisory Policy Board from December 2016 to June 2018. The board has been conducting a pilot program using the N-DEx database and called it "valuable in providing information" before the waiting period ran out. It's not clear when the FBI will begin implementing the new plan, but the process is expected to take anywhere from nine months to two years.

    According to Stephen Morris, N-DEx was created in 2008, long after the original NCIS system, and does contain a lot of information. But, he says, that information is owned by the state and local law enforcement agencies that voluntarily contribute to it. He says the FBI has to be careful to abide by their laws or risk losing the data altogether. What's more, much of the information involves cases that have not been adjudicated so it can only be used for certain purposes as a matter of privacy.

    The Seattle City Council has voted unanimously to pass legislation proposed by Mayor Jenny Durkan to require gun owners to lock up their firearms. The Seattle Times reports starting 180 days after Durkan signs the legislation passed Monday, it will be a civil infraction to store a gun without the firearm being secured in a locked container.

    Also under the legislation, it will be a civil infraction when an owner knows or should know that a minor, "at-risk person" or unauthorized user is likely to access a gun and such a person actually does access the weapon.

    The legislation allows fines up to $500 when a gun isn't locked up, up to $1,000 when a prohibited person accesses a firearm and up to $10,000 when a prohibited person uses the weapon to hurt someone or commit a crime.

    A multi-year legal battle over the ability to distribute computer models of gun parts and replicate them in 3D printers has ended in defeat for government authorities who sought to prevent the practice. Cody Wilson, the gunmaker and free speech advocate behind the lawsuit, now intends to expand his operations, providing printable gun blueprints to all who desire them.

    Australia’s “No Jab, No Pay” policy just got a little stronger, or at least more insistent. Under the previous policy, parents who did not keep their children up to date on vaccinations would miss out on a one-time, end-of-the-year tax benefit called Family Tax Benefit Part A, valued at AU$737. Under the updated policy, those same parents will instead lose AU$28 every two weeks while their child is not up to date.

    Australia’s Minister for Social Services, Dan Tehan, said in a statement:
    Immunization is the safest way to protect children from vaccine-preventable diseases. Parents who don’t immunize their children are putting their own kids at risk as well as the children of other people.”
    The expanded No Jab, No Pay policy went into effect on July 1, 2018.
    While parents will miss out on approximately the same amount of money in the end, the updated policy serves as a more “constant reminder” that the government of Australia wants all children vaccinated, according to Tehan.

    President Donald Trump on Friday issued a series of executive orders to weaken the influence of government unions and make it easier for agencies to fire civil servants.

    The orders will standardize agency rules to make it easier and quicker to remove poorly performing employees. They also direct federal agencies to renegotiate their labor contracts and cap the amount of paid time that workers can take off to conduct union-related business.

    “The president is fulfilling his promise to promote more efficient government by reforming our civil service rules,” Andrew Bremberg, director of the president’s Domestic Policy Council, told reporters. “These executive orders will make it easier for agencies to remove poor-performing employees and ensure that taxpayer dollars are more efficiently used.”

    The changes could save taxpayers more than $100 million a year, the White House estimated. It referenced a 2015 Government Accountability Office report that found it can take a year or more to dismiss a permanent federal employee.

    The largest federal employee union condemned Friday’s orders.

    Conservative groups and some GOP lawmakers are pushing for more oversight of IRS rules as the agency works to carry out President Trump’s new tax law.
    They are calling for the agency’s tax regulations to be subjected to more review from the Office of Management and Budget (OMB). They also want the IRS to conduct cost-benefit analyses of regulations to determine how they will affect the economy.
    The conservatives argue that doing so would improve the quality of the rules and subject them to the same type of oversight that is the norm for other federal agencies.
    “The IRS must live by the same rules of administrative law and agency oversight as the rest of the Executive Branch,” a coalition of conservative-leaning groups — including the Cause of Action Institute, Americans for Tax Reform, the National Taxpayers Union and groups associated with conservative donors Charles and David Koch — wrote in a recent letter to Trump and other administration officials.

    Rand Paul, Ron Wyden introduce bill to restrict intelligence agents’ snooping powers

    A bipartisan coalition of lawmakers from both ends of the political spectrum united on a bill Tuesday to impose severe limits on the intelligence community’s ability to spy on foreign targets, saying Americans need more assurances they’re not being ensnared.

    The bill, sponsored by Sens. Ron Wyden, Oregon Democrat, and Rand Paul, Kentucky Republican, as well as Republicans and Democrats in the House, would force the government to obtain a warrant before searching communications of people in the U.S. under Section 702 of the Foreign Intelligence Surveillance Act.

    Those whose information is going to be used against them would have to be notified.
