    Britain is drawing up plans to ensure that any EU action against Russia over Ukraine will exempt the City of London, according to a secret government document photographed in Downing Street.

    As David Cameron said Britain and its EU partners would put pressure on Moscow after it assumed control of Crimea, a government document drawn up for a meeting of senior ministers said that "London's financial centre" should not be closed to Russians.

    The picture of the document was taken by the freelance photographer Steve Back, who specialises in spotting secret documents carried openly by officials entering Downing Street. The document was in the hands of an unnamed official attending a meeting of the national security council called by the prime minister to discuss the Ukrainian crisis.

    The document said Britain should:

    • "Not support, for now, trade sanctions … or close London's financial centre to Russians."

    • "Discourage any discussions (eg at Nato) of contingency military preparations".

    • Embark on "contingency EU work on providing Ukraine with alternative gas [supplies] if Russia cuts them off".

    • Draw up a technical assistance package for Ukraine "ideally jointly with Germany".

    2 The parliament has impeaced President Viktor Yanukovych and called for elections on May 25
    3 Some eastern cities have declared their support for the new government although Yanukovych said there was a coup in Kiev
    4 Britain, Poland and other EU countries have declared their support for the new government while Russia attacked the demonstrators who formed it as “extremists and pogromists”.

    Britain's newly appointed chargé d'affaires has travelled to Iran in the first diplomatic visit by a UK envoy since London severed all but nominal ties with the Islamic republic two years ago after the storming of its embassy in Tehran.

    In a significant move towards upgrading bilateral relations and the eventual goal of reopening embassies in respective capitals, the UK's foreign office last month named the head of its Iran department, Ajay Sharma, as its non-resident chargé d'affaires for Iran. Tehran also named Mohammad-Hassan Habibollahzadeh as Sharma's counterpart.
