With U.S. Sen. Rand Paul edging ever closer to a presidential run in 2016, the question we hear more and more is, “Can he still run for reelection as Senator if he runs for president?”<br />
<br />
The answer to that question is a little more difficult than just “yes” or “no.”<br />
<br />
So, we’ll start with the easy answer: “No. But …”<br />
<br />
State law says, “No candidate’s name shall appear on any voting machine or absentee ballot more than once,” except when that candidate is also running in a special election to fill a vacancy.<br />
<br />
It seems pretty straight forward and there is little argument that Paul, under that law, would be barred from running for both president and U.S. Senate in Kentucky.<br />
<br />
But like many laws, there are a couple of work-arounds, according to former Secretary of State Trey Grayson.<br />

New Hampshire Republicans organized the Liberty Dinner to unite the different factions of the Republican Party, said Ryan Williams, spokesman for the New Hampshire GOP. Paul’s widespread appeal made him a good speaker for the event, he said.<br />

“New Hampshire is looking forward to hearing Sen. Paul and Reince Priebus discuss the future of the party, the direction the leaders intend to take the party and how they intend to stand on the issues,” Williams said.<br />

(CNN) – While the Internal Revenue Service maintains it was not focusing on conservative groups out of political bias, Sen. Rand Paul claimed Sunday there was a &quot;written policy&quot; floating around the agency that said IRS officials were &quot;targeting people who were opposed to the president.&quot;<br />
<br />
&quot;And when that comes forward, we need to know who wrote the policy and who approved the policy,&quot; the Republican senator from Kentucky said on CNN's &quot;State of the Union.&quot;<br />
<br />
Pressed for more precise details about the memo he was referring to, Paul said he hasn't seen such a policy statement but has heard about it.<br />
<br />
&quot;Well, we keep hearing the reports and we have several specifically worded items saying who was being targeted. In fact, one of the bullet points says those who are critical of the president. So I don't know if that comes from a policy, but that's what's being reported in the press and reported orally,&quot; he told CNN's chief political correspondent Candy Crowley. &quot;I haven't seen a policy statement, but I think we need to see that.&quot;<br />

Only problem is, like Rand's drone &quot;flip flop&quot; - debunked by Judge Nap <a href="http://www.youtube.com/watch?v=f5M7hCRGdv0" target="_blank">here</a> - it is totally made up. The misquote seems to have originated from the title to an Info Wars <a href="http://www.infowars.com/rand-paul-libertarians-advocate-everyone-go-out-run-around-with-no-clothes-on-and-smoke-pot/" target="_blank">article</a>, but the actual quote, as quoted even in that article, is &quot;I&#8217;m not advocating everyone go out and run around with no clothes on and smoke pot.&quot; That's plainly not the same thing, and the only reason one could even try to interpret it that way is because the following quote (apparently not all one quote) is &quot;I'm not a libertarian&quot; (by the by, how do we know whether he spoke it with a small &quot;l&quot;?). Fair enough; let's try to track down the full quote unabridged. I googled the actual <a href="http://www.google.com/search?q=I%E2%80%99m+not+advocating+everyone+go+out+and+run+around+with+no+clothes+on+and+smoke+pot&amp;rlz=1C1AVSB_enUS443US470&amp;aq=f&amp;oq=I%E2%80%99m+not+advocating+everyone+go+out+and+run+around+with+no+clothes+on+and+smoke+po" target="_blank">quote</a>, and the only hits were to the IW article a WaPo <a href="http://www.washingtonpost.com/politics/sen-rand-paul-aggressively-courting-evangelicals-to-win-over-gop-establishment/2013/05/12/d917ccb4-b8af-11e2-b94c-b684dda07add_story_1.html" target="_blank">article</a> (source of the IW article) and others quoting them - most quoting the Info Wars article. That's no help; when and where did he say it? The IW article says &quot;Rand Paul made the comment at a sold-out Republican dinner in Iowa.&quot; Which appears to be a misunderstanding of the WaPo article's &quot;The rollout of the new Paul brand continued Friday night in Iowa, home to the first-in-the-nation presidential caucuses, where he headlined a sold-out Republican Party dinner and drew repeated applause from GOP activists.&quot; That Friday (5/10/13) Iowa dinner can be found on <a href="http://www.c-spanvideo.org/program/GOPD" target="_blank">C-SPAN</a> where Rand speaks from about the 40 minute to 1 hour marks. I watched it through twice and didn't hear the quote at all. If anyone can find the full interview or speech where Rand said &quot;I&#8217;m not advocating everyone go out and run around with no clothes on and smoke pot,&quot; please let me know where it can be found.<br />

So what did we learn from this?<br />
1. The divide and conquer trolls have been successful in the liberty movement (either they have spread their venom enough for Info Wars writers to latch on, or they write for Info Wars)<br />
2. If a &#8800; b, and a &#8800; c, then b must = c<br />
3. Kurt Nimmo really needs to learn how to write<br />

According to the conservative newspaper The Washington Examiner, Rand Paul is selling out his national speaking tour and those pre-existing PACs mentioned above already take in something like $12,500 a day&#8212;and that&#8217;s before any kind of official announcement of presidential intentions.<br />
<br />
Like his father, former U.S. representative and presidential candidate Ron Paul, the younger Paul has proven popular with the more libertarian wing of the Republican Party and, to some extent, the conservative base that will ultimately choose the nominee. The elder Paul had no trouble raising money for his presidential campaigns, much of it from grass-roots supporters. In 2008, Ron Paul raised 39 percent of his campaign funds from small donors who gave less than $201. Barack Obama, during the same election cycle, raised 34 percent of his general election funds from small donors, and that figure was widely reported as something of a phenomenon.<br />
<br />
Still, if Rand Paul decides to follow in his father&#8217;s footsteps and run, he&#8217;ll probably hope to win at least one primary or caucus, which Rep. Paul failed to do in either 2008 or 2012.

If this group is well-intentioned or if it is trying to siphon contributions away from Rand Paul&#8217;s campaign committee or leadership PAC, that same independent rule may hamper Sen. Rand Paul&#8217;s efforts to quell it or keep it from working at cross purposes to his campaign efforts.<br />

<i><b>Senate Passes Freedom to Fish Act</b></i><br />
This week, the Senate passed Freedom to Fish Act, legislation that protects fishing access at the tailwaters of dams along the Cumberland River by preventing the Army Corps of Engineers from moving forward with a plan to install physical barriers in several locations, including the Barkley and Wolf Creek Dams. <br />
I was an original co-sponsor of this bill. There is a deep and long love for fishing the tailwaters of the Cumberland River and I am glad we have taken action to help protect fishing access and Kentucky's economy.<br />

<i><b><br />
Sen. Paul Proposes Resolution Condemning IRS</b></i><br />
In light of news this week that the IRS was inappropriately targeting certain groups, I proposed <a href="http://ct.symplicity.com/t/pau/2adddd7a94e7018fb4466dafcb29a81a/1401316643/realurl=http:/www.paul.senate.gov/files/documents/MIR13196.pdf" target="_blank">a resolution</a> condemning the targeting of Tea Party groups by the Internal Revenue Service (IRS) and called for an investigation. <br />
The IRS has been using taxing power as a political tool to bully these conservative groups and this type of intimidation is a major violation of our U.S. Constitution. This act of discrimination should not be tolerated and I demand a formal investigation seeking criminal charges against any individuals who authorized or were involved in targeting people of the United States based on their political views.<br />
Yet the next day, Senate Democrats placed a hold on my resolution. This resolution is not about Republican vs. Democrat or conservative vs. liberal. It is about an arrogant and unrestrained government vs. the rule of law. The First Amendment cannot and should not be renegotiated depending on which party holds power.<br />
Each Senator took an oath to uphold and defend the Constitution, yet Senate Democrats chose to block my resolution and thus refused to condemn the IRS for trampling on our First Amendment rights. I am incredibly disappointed in Washington's party politics and I am determined to hold the IRS accountable for these unjust acts.<br />

<i><b>Sen. Paul joins Fellow Conservative Leaders at Tea Party Press Conference</b></i><br />
On Thursday, I joined my colleagues Sens. Mitch McConnell, Mike Lee, Ted Cruz and Rep. Michele Bachman to demand a full investigation on the IRS. We were joined by other Members of Congress as well as victims of the IRS's unlawful political targeting, many of whom shared their stories and called for an investigation and reprimand for these acts.<br />

Sen. Paul Introduces Legislation to Prevent 'Milk Cliff'</i></b><br />
I introduced a bill on Wednesday that would permanently suspend the application of agricultural price support authority to certain commodities, such as milk. In the absence of a Farm Bill, my legislation would prevent the federal milk program from reverting back to the Agricultural Act of 1949 statute, also known as the &quot;milk cliff.&quot;<br />

<i><b><br />
Sens. Paul, Lee and Cruz Call for the Passage of a Budget Without the Use of Procedural Tricks to Raise Taxes or Increase Debt Limit</b></i><br />
On Thursday, I joined Sens. Lee and Cruz and demanded that Senate Majority Leader Harry Reid to pass a budget without using any procedural tricks to raise taxes or increase the debt limit. <br />
We have no objection to proceeding to conference if the leader is willing to agree not to use it as a back-door tool to raise taxes or the debt ceiling.  We should not be complicit in digging this nation even further into debt on merely a 50-vote threshold.<br />
After refusing to pass a budget for four years, Democrats have proven themselves willing to abuse the budget process, including sneaking in provisions to add new taxes or raise the debt ceiling.  The American people deserve assurances from Senator Reid that he will not try to hijack this bill and add tax hikes and more debt at the eleventh hour. Sneaking in a debt limit increase would be particularly egregious because it is not a part of either the House- or Senate-passed budgets.<br />

Also this week, Sen. McConnell, Rep. Ed Whitfield and I issued a letter to the Department of Energy (DOE) concerning the reindustrialization of the Paducah site.<br />
Last year we fought hard to save the federal government money and preserve 1,200 jobs at the Paducah Gaseous Diffusion Plant. Now it is time for DOE to come up with a long-term plan that will maximize job retention and growth for the foreseeable future. We refuse to stand idly by while DOE runs out the clock on potential private-sector job investment that would create jobs here in Paducah.<br />

Earlier this week, I introduced a bill that would reform the Foreign Account Tax Compliance Act (Fatca).<br />
<br />
Originally tacked on as the &quot;pay-for&quot; to a 2010 bill to incentivize hiring, Fatca was intended to crack down on overseas tax evasion.<br />
That's not been the reality, however.<br />
<br />
Instead, the Treasury Department has chosen to manipulate Fatca to establish an international financial snooping scheme that violates the Constitution, disregards the mutual respect of sovereignty among nations, increases the national debt, and threatens America's economic competitiveness.<br />

Fatca, with little fanfare, made sweeping changes to privacy laws.<br />
