MKULTRA/Manchurian candidates
An excellent book about the experiments of the CIA to hypnotise people, mainly by hallucinatory drugs, including psychiatry is John Marks’ “The Search for the Manchurian Candidate: The CIA and Mind Control” (1979): http://www.wanttoknow.info/mk/search...-candidate.pdf

The CIA injected “public enemies” with hallucinatory drugs to induce a psychosis, because after they have suffered from a psychotic episode nobody will take the seriously.
For example: “One leftist professor in a Latin American university who had opposed the CIA says that he was working alone in his office one day in 1974 when a strange woman entered and jabbed his wrist with a pin stuck in a small round object. Almost immediately, he become irrational, broke glasses, and threw water in colleagues’ faces. He says his students spotted an ambulance waiting for him out front. They spirited him out the back door and took him home, where he tripped (or had psychotic episodes) for more than a week. He calls the experience a mix of “heaven and hell,” and he shudders at the thought that he might have spent the time in a hospital “with nurses and straitjackets.” Although he eventually returned to his post at the university, he states that it took him several years to recover the credibility he lost the day he “went crazy at the office.” If the CIA was involved, it had neutralized a foe”.

Marks’ book confirms that some psychiatrists are sadists that do more harm than good to their victims. Dr. Donald Ewen Cameron tortured his victims so terribly that he created human plants (all under the guise of mental health care):
Cameron's passion lay in the more "objective" forms of therapy, with which he could more easily and swiftly bring about improvements in patients than with the notoriously slow Freudian methods. An impatient man, he dreamed of finding a cure for schizophrenia. No one could tell him he was not on the right track. Cameron's supporter at the Rockefeller Foundation, Robert Morrison, recorded in his private papers that he found the psychiatrist tense and ill-at-ease, and Morrison ventured that this may account for "his lack of interest and effectiveness in psychotherapy and failure to establish warm personal relations with faculty members, both of which were mentioned repeatedly when I visited Montreal." Another Rockefeller observer noted that Cameron "appears to suffer from deep insecurity and has a need for power which he nourishes by maintaining an extraordinary aloofness from his associates."
Here’s more information on Cameron: http://visupview.blogspot.nl/2013/06...d-to-stop.html

COINTELPRO
COINTELPRO was a program of the FBI that was started officially in 1956. In 1971 the Citizens Committee to Investigate the FBI made secret information on COINTELPRO public.
The government´s reaction was to tell us they stopped COINTELPRO and continued it under a different name: https://en.wikipedia.org/wiki/COINTELPRO

Attorney Brian Glick wrote a book about CONTELPRO in “War at Home” (1988?): https://ia802703.us.archive.org/35/i...ar_At_Home.pdf

Glick summarised the four main methods used during COINTELPRO as:
1. Infiltration: Agents and informers did not merely spy on political activists. Their main purpose was to discredit and disrupt. Their very presence served to undermine trust and scare off potential supporters. The FBI and police exploited this fear to smear genuine activists as agents.
2. Psychological Warfare From the Outside: The FBI and police used myriad other "dirty tricks" to undermine progressive movements. They planted false media stories and published bogus leaflets and other publications in the name of targeted groups. They forged correspondence, sent anonymous letters, and made anonymous telephone calls. They spread misinformation about meetings and events, set up pseudo movement groups run by government agents, and manipulated or strong-armed parents, employers, landlords, school officials and others to cause trouble for activists.
3. Harassment Through the Legal System: The FBI and police abused the legal system to harass dissidents and make them appear to be criminals. Officers of the law gave perjured testimony and presented fabricated evidence as a pretext for false arrests and wrongful imprisonment. They discriminatorily enforced tax laws and other government regulations and used conspicuous surveillance, "investigative" interviews, and grand jury subpoenas in an effort to intimidate activists and silence their supporters.
4. Extralegal Force and Violence: The FBI and police threatened, instigated, and themselves conducted break-ins, vandalism, assaults, and beatings. The object was to frighten dissidents and disrupt their movements. In the case of radical Black and Puerto Rican activists (and later Native Americans), these attacks—including political assassinations—were so extensive, vicious, and calculated that they can accurately be termed a form of official "terrorism.
"

On December 4, 1981 Executive Order 12333 effectively legalised the activities of the COINTELPRO program (and since 9/11 they’ve implemented new laws that go even further).
Glick mentions several Targeted Groups that were infiltrated and harassed by the American (secret) police since 1971: especially for Human Rights in South and Central America, and Human rights organisations in the USA.

Targeted Individuals – microwave voices and radiation
Believe it or not but the books on MKULTRA and COINTELPRO are based on official information, and not “conspiracy theories”. Glick wrote about Targeted Groups (instead of Individuals).
Some victims of the worst kind of atrocities have written about their experiences, under the banner Targeted Individuals (TI’s).

TARGETED INDIVIDUALS
Most internet sites on TI’s focus on: Electronic stalking, mind control (ESMC), Street theatre and high energy microwave weapons.
The best current overview on “Organized stalking” I found are these 50 pages from Eleanor White (2010): http://www.netti.fi/~makako/mind/bit...d_Stalking.pdf
The Street theatre (were TI’s are stalked by a group) is very labour-intensive, so can only be performed on a few people. Of course there’s no need to keep this up for more than a few weeks. The TI gets so paranoid that they think everybody is out to get them.

There are literally hundreds of websites on this topic. Here’s an interesting story from a Cuban political refugee that experienced that the American “democracy” is even worse than “communism” in Cuba: http://www.washingtonsblog.com/2016/...oney-lies.html
Another interesting story is from Jesus Mendoza that's the victim of radiation since the 1990s (and also his family), although it's not clear what type (frequency) of radiation is used against him. From February 1999 on, Mendoza (that has studied law) started 3 court cases: http://jesusmendoza1.blogspot.nl/

On the following website is a list of died TI’s, with (official) causes of death 10 times suicide, 6 cancer, 3 heart attacks, 2 Car accidents and 1 Gunshot: http://wiseti.blogspot.nl/2009/11/re...se-tis-in.html

VOICE TO SKULL TECHNOLOGY
A well-known symptom of schizophrenia is hearing voices in your head. In the Brave New World of Aldous Huxley the people were brainwashed by playing the same messages over and over again at night (also described in Marks’ book).
Here’s overview on sending sounds into a brain by radio signals (RF hearing) by Motorola - Auditory Perception of RF Pulses: http://www.stopthecrime.net/Human%20...on%20FINAL.pdf
This means that your brain can be used as an antenna for microwaves and radio waves. Besides voices to skull, there’s also vision to skull.

MICROWAVE WEAPONS
A lot of information on high energy microwave weapons. If the US army would really have such a weapon they would keep it secret, wouldn’t they?
Here’s a story from 2012 about the Active Denial System that describes the feeling on a cold rainy day as pleasant, while it cannot be used effectively for a weapon: http://www.scientificamerican.com/ar...like-dead-end/

The real evidence that high energy microwave weapons cannot be used against TI’s, I found by simply investigating microwave ovens. Here’s a good story about microwave ovens: http://www.explainthatstuff.com/microwaveovens.html
Because these microwaves only penetrate the food for a centimetre or two (an inch or so), this means microwave weapons are effectively blocked by a wall. Another reason a microwave is not effective for an energy weapon is that it loses its power very fast over a distance (so it could only be used within 50 cm).
On the other hand Electromagnetic waves with shorter wavelengths, X-rays and gamma rays, are known to cause serious health problems and even death. The symptoms I’ve experienced from being radiated in my apartment are very similar to the adverse effects of radiation that cancer-victims describe.

On March 17, 1978 a nice memorandum was signed by Secretary of State Zbigniew Brezinski “NATIONAL SECURITY COUNCIL MEMORANDUM-46”. This led to recommendations on the US policy towards Black Africa.
Memorandum-46 was (is) a plan to discredit “black” people in general: http://www.finalcall.com/memorandum-46.htm
    2. Special clandestine operations should be launched by the CIA to generate mistrust and hostility in American and world opinion against joint activity of the two forces, and to cause division among Black African radical national groups and their leaders
    (...)
    4. The FBI should mount surveillance operations against Black African representatives and collect sensitive information on those, especially at the U.N., who oppose U.S. policy toward South Africa. The information should include facts on their links with the leaders of the Black movement in the United States, thus making possible at least partial neutralization of the adverse effects of their activity
    (...)
    (b) to elaborate and bring into effect a special program designed to perpetuate division in the Black movement and neutralize the most active groups of leftist radical organizations representing different social strata of the Black community: to encourage division in Black circles;
    (c) to preserve the present climate which inhibits the emergence from within the Black leadership of a person capable of exerting nationwide appeal
    (...)
    (e) to support actions designed to sharpen social stratification in the Black community which would lead to the widening and perpetuation of the gap between successful educated Blacks and the poor, giving rise to growing antagonism between different Black groups and a weakening of the movement as a whole
    (...)
    (g) to take every possible means through the AFL-CIO leaders to counteract the increasing influence of Black labor organizations which function in all major unions and in particular, the National Coalition of Black Trade Union and its leadership including the creation of real preference for adverse and hostile reaction among White trade unionists to demands for improvement of social and economic welfare of the Blacks
    (...)
This would promote the achievement of a twofold purpose:
    first, it would be easier to control the activity of loyal black representatives within existing institution;
second, the idea of an independent black political party now under discussion within black leadership circles would soon lose all support.

I’ve found another book that focuses on LSD (acid), but it also got a large portion about the CIA’s involvement in LSD experiments in MKULTRA.
Martin A. Lee, Bruce Shlain “Acid Dreams; The Complete Social History of LSD: The CIA, The Sixties, and Beyond” (1985): https://www.erowid.org/library/books...cid_dreams.pdf

In 1942, General William "Wild Bill" Donovan, chief of the Office of Strategic Services (OSS), the ClA's predecessor, assembled half a dozen American scientists to perform “top-secret” research to develop a speech-inducing “Truth Drug” for use in interrogations. From 1947 to 1953, the navy tried similar experiments in Project CHATTER. The navy experimented with mescaline as an interrogation agent.
In 1951, the CIA first investigated LSD (acid). Suddenly lots of grants for LSD research were funnelled through ClA-linked conduits. The CIA also studied the effects of: morphine, ether, Benzedrine, ethyl alcohol, and mescaline.
These experiments were first conducted under the project name BLUEBIRD that evolved into Operation ARTICHOKE in August 1951. In 1953, Dulles authorised Operation MKULTRA, the ClA's major mind control program during the “Cold War”. MKULTRA was the brainchild of Richard Helms, a high-ranking member of the Technical Services Staff (TSS). For a time both the TSS and the Office of Security (which directed ARTICHOKE) were engaged in parallel LSD tests.

From Hoffmann-La Roche the army obtained its first batch of a drug called quinuclidinyl benzilate (BZ).
Clinical studies with BZ were initiated at Edgewood Arsenal in 1959 and continued until 1975. BZ was better suited than LSD as a chemical warfare agent. BZ was cheaper, more reliable, and packed a stronger punch than LSD. Most important, BZ could be dispersed as an aerosol mist that would float with the wind across city or battlefield (unlike LSD). According to CIA documents there are probably contingency plans to use BZ in the case of a major civilian insurrection either by releasing clouds of "madness gas" or spike the city's water supply.
Almost all of the illicit drugs that appeared on the black market during the 1960s — including marijuana, cocaine, heroin, PCP, amyinitrate, mushrooms, DMT, barbiturates, laughing gas, and speed — had previously been tested, and in some cases refined, by CIA and army scientists.

Billy Hitchcock made his family's 4000 acre estate in New York, available to Timotyh Leary’s psychedelic clan. Hitchcock’s specialty was setting up tax shelters and knew exactly what to do with the proceeds from the Brotherhood's missionary work. The cash was laundered through Bahamian slush funds in the same way professional criminals did it.
Thirteen agencies — including the FBI, CIA, BNDD, IRS, Customs, and the State Department — eventually cracked down on the Brotherhood. In August 1972, Operation BEL scored its first major victory when narcotics agents arrested 40 people in 3 states. After the feds broke up the Brotherhood network in the early 1970s, Ronald Hadley Stark ended up with most of the money and property in his name. Stark knew a high-placed Tibetan close to the Dalai Lama. Stark was also in regular contact with officials at the US embassy in London. He even got their help in setting up his Belgian drug lab.

After he was granted immunity, Hitchcock testified in San Francisco before a grand jury on the Brotherhood LSD conspiracy. He named many key figures in the drug trade. He also identified the Swiss and Bahamian banks that were used to launder drug profits. Scully got 20 years, Sand got 15, while Hitchcock received only a five-year suspended sentence and a $20,000 fine.
Timothy Leary also got legal problems. At one time, he faced a virtual life sentence. Then Leary escaped prison. He escaped to Afghanistan where he and his small group were taken into custody. On 17 January 1973, Timothy Leary stepped off a plane in Los Angeles. Leary got off easy after he promised to collaborate with the feds. Leary was granted an early parole for good behaviour in 1976.

The following site, shows convincingly that the objective of psychiatry is to torture its victims into submission. See some quotes...

    Dr. Edgar H. Schein:
...in order to produce marked change of behavior and or attitude, it is necessary to weaken, undermine, or remove the supports to the old patterns of behavior and the old attitudes…
this can be done either by removing the individual physically and preventing any communication with those whom he cares about, or by proving to him that those whom he respects are not worthy of it and, indeed, should be actively mistrusted.

These same techniques in the service of different goals may be quite acceptable to us…
I would like to have you think of brainwashing not in terms of politics, ethics, and morals, but in terms of the deliberate changing of human behavior and attitudes by a group of men who have relatively complete control over the environment in which the captive population lives.

If one wants to produce behavior inconsistent with the person’s standards of conduct,
    - first disorganize the group which supports those standards,
    - then undermine his other emotional supports, then put him into a new and ambiguous situation for which the standards are unclear
    - and then put pressure on him.

Dr. Martin Groder, prison psychiatrist, who experimented based on the ideas of Schein on “agitators”, suspected militants, writ-writers, and other troublemakers:
The first step, according to the report, is:
    - to sever the inmate’s ties with his family by transferring him to some remote prison where they will be unable to visit him.
There he is put in isolation, deprived of mail and other privileges, until he agrees to participate in Dr. Groder’s Transactional Analysis program...

During these sessions, on a progressively intensified basis, he is shouted at, his fears played on, his sensitivities ridiculed, and concentrated efforts made to make him feel guilty for real or imagined characteristics or conduct…

Every effort is made to heighten his suggestibility and weaken his character structure so that his emotional responses and thought-flow will be brought under group and staff control as totally as possible.

…It is also driven into him that society, in the guise of its authorities, is looking out for his best interests and will help him if he will only permit it to do so. Help him be ‘reborn’ as a highly probable ‘winner in the game of life.‘ is the way this comes across in the group’s jargon.

They are taught to police not only themselves but others, to inform on one another in acceptable fashion- as bringing out misconduct of another in a truth-session is not considered informing even if a staff member is present.

    Emil Kraepelin:
To subjugate the patient, the doctor had first to deprive him of every prop and make him feel absolutely helpless. That is why he had to be taken from his home and his accustomed surroundings and brought under lugubrious and frightful circumstances …to a strange asylum.

    CIA director Allen Dulles, 1952:
Medical Science, particularly in the fields of psychiatry and psychotherapy, has developed a variety of techniques whereby some control can be imposed on the will of an individual. The techniques include neuro-surgery, electric shock, drugs, hypnosis and others.

    William Sargant:
By increasing or prolonging stresses in various ways, or inducing physical debilitation, a more thorough alteration of the person’s thinking processes may be achieved….
If the stress or the physical debilitation, or both, are carried one stage further, it may happen that patterns of thought and behavior, especially those of recent acquisition, become disrupted. New patterns can then be substituted, or suppressed patterns allowed to reassert themselves; or the subject may begin to think or act in ways that precisely contradict his former ones.

If a complete sudden collapse can be produced by prolonging or intensifying emotional stress the cortical slate may be wiped clean temporarily of its more recently implanted patterns of behavior, perhaps allowing others to be substituted more easily.

    James V. McConnell:
I believe that the day has come when we can combine sensory deprivation with drugs, hypnosis and astute manipulation of reward and punishment to gain almost absolute control over an individual’s behavior. It should be possible then to achieve a very rapid and highly effective type of positive brainwashing that would allow us to make dramatic changes in a person’s behavior and personality. I foresee the day when we could convert the worst criminal into a decent, respectable citizen in a matter of a few months – or perhaps even less time than that . . .

We should reshape our society so that we all would be trained from birth to want to do what society wants us to do. We have the techniques now to do it. Only by using them can we hope to maximize human potentiality. Of course, we cannot give up punishment entirely, but we can use it sparingly, intelligently, as a means of shaping people’s behavior rather than as a means of releasing our own aggressive tendencies.

It also tries to convince us that these type of techniques have been implemented in cults (like scientology and the Catholic church): https://mikemcclaughry.wordpress.com...hing-programs/

On 28 September 1994, the Committee on Government Operations released a report on human experimentation by the Central Intelligence Agency (CIA), Department of Defense (DoD) and other government agencies between 1940 and 1974.
The tests and experiments included radiological, chemical, and biological research.

    See some excerpts:
…we have identified hundreds of radiological, chemical, and biological tests and experiments in which hundreds of thousands of people were used as test subjects. These tests and experiments often involved hazardous substances such as radiation, blister and nerve agents, biological agents, and lysergic acid diethylamide (LSD). In some cases, basic safeguards to protect people were either not in place or not followed. For example, some tests and experiments were conducted in secret; others involved the use of people without their knowledge or consent or their full knowledge of the risks involved.
    (...)

Government testing and experimentation with human subjects continues today because of its importance to national security agencies. For example, the Army’s Medical Research Institute for Infectious Disease uses volunteers in its tests of new vaccines for malaria, hepatitis, and other exotic diseases.
    (...)

Precise information on the scope and magnitude of government tests and experiments involving human subjects is not available, and exact numbers may never be known.
However, our review of available documentation and interviews with agency officials identified hundreds of tests and experiments in which hundreds of thousands of people were used as subjects. Some of these tests and experiments involved the intentional exposure of people to hazardous substances such as radiation, blister and nerve agents, biological agents, LSD, and phencyclidine (PCP). These tests and experiments were conducted to support weapon development programs, identify methods to protect the health of military personnel against a variety of diseases and combat conditions, and analyze U.S. defense vulnerabilities. Healthy adults, children, psychiatric patients, and prison inmates were used in these tests and experiments. Documenting the precise number of tests and participants is difficult because government information is incomplete. Some records have been lost or destroyed, and existing documentation contains limited information and often does not identify names of participants.
    (...)

To date, over 200 radiation tests and experiments have been identified involving over 210,000 test participants. Although not involved in a test or experiment, another 199,000 people were exposed to radiation through work. This latter group is of concern because the effects of the exposure are the same as those incurred by test participants. The radiation tests are generally recognized as involving the largest number of test participants.

The largest known test program was the atmospheric nuclear test program conducted from 1945 to 1962. The purpose of this program was to develop weapons and to gain a better understanding of the tactical effect on troops. Over this 17-year period, approximately 210,000 DOD-affiliated personnel, including civilian employees of DOD contractors, scientists, technicians, maneuver and training troops, and support personnel, participated in 235 atmospheric nuclear tests. We reported on two of these tests, known as Operation Crossroads, in 1985.
    (...)

According to DOD officials, as many as 150,000 of the 210,000 participants may have been exposed to fallout. In addition, 195,000 U.S. service members may have been exposed to radiation during the occupation of Hiroshima and Nagasaki, and over 4,000 other service members may have been exposed during cleanups at Bikini, Enewetak, and Johnston Atolls after nuclear tests were conducted. Some participants have alleged that they were not fully informed or did not understand the potential health risks of exposure to radiation.

In a series of experiments conducted between the 1940s and 196Os, the Atomic Energy Commission and the U.S. Public Health Service funded research of the potential medical effects on people from fallout after a nuclear attack or accident. In some of the experiments, university researchers exposed mentally disabled children to low doses of radiation. Years after the experiments were completed, a task force found that researchers failed to satisfactorily inform the subjects’ families about the nature and risk of the experiments in order for them to make an informed decision when they gave their consent. The president of one of the universities involved in the experiments later apologized for the use of children and the failure to provide full information about the nature and risk. We are not aware of what, if any, further action was taken in this case.

During World War II and the Cold War era, the Army and the Navy conducted two major chemical research experiments in which thousands of service members were used as test subjects. An unknown number of other chemical tests and experiments were conducted under contracts with universities, hospitals, and medical research facilities. In some of the tests and experiments, healthy adults, psychiatric patients, and prison inmates were used without their knowledge or consent or their full knowledge of the risks involved.
    (...)

However, the available records show that 1,002 soldiers were commended for their participation in [chemical] tests in which they subjected themselves to pain, discomfort, and possible permanent injury for the advancement of research in protection of the armed services.

Similar to the Army’s tests, the Navy conducted tests of clothing and equipment that exposed thousands to the effects of mustard gas and lewisite agents [lewisite is a chemical weapon, blister agent, lung irritant, which causes severe burns and can cause death]. These experiments involved (1) gas chamber tests, in which service members were completely exposed to mustard and lewisite agents while wearing protective clothing, and (2) skin tests, in which amounts of mustard agent and antivesicant ointments were applied to service members’ forearms. The Navy has a list of the names of approximately 3,200 sailors who participated in mustard and lewisite agent tests performed by the Naval Research Laboratory. Additionally, Navy officials told us that between 15,000 and 60,000 Navy recruits had participated in skin tests conducted by a contractor but that the Navy had no record of the recruits’ names.
    (...)

The Army conducted a series of biological warfare experiments and tests between 1949 and 1974. The purpose of these tests was to determine U.S. vulnerabilities to biological warfare. For example, between 1949 and 1969, the Army conducted several hundred biological warfare tests in which unaware populations were sprayed with bacterial tracers or simulants that the Army thought were harmless at that time. Some of the tests involved spraying large areas, such as the cities of St. Louis and San Francisco, and others involved spraying more focused areas, such as the New York City subway system and Washington National Airport.

In another Army experiment conducted between 1959 and 1974, approximately 2,200 volunteers were exposed to biological pathogens, such as Venezuelan Equine Encephalitis and Tularemia, as part of research to develop vaccines and antidotes.
    (...)

Available records show that people suffered immediate acute injuries in some tests and that people died in at least two tests. For example, available records show that some participants in the Army’s and the Navy’s mustard and lewisite tests suffered burns and required hospitalization. Also, in a highly publicized case, an Army employee died in 1953, a short time after participating in a CIA experiment using LSD.
    (...)

Research studies have also shown that exposure to some of the substances used in the tests may create health problems that often will not appear for many years. For example, the National Academy of Sciences concluded in 1993 that exposure to mustard agents could cause many serious diseases that would not immediately appear, such as leukemia, emphysema, respiratory and skin cancers, and eye diseases, and that lewisite agents could cause some of these same diseases.
    (...)

…some agencies have made little effort to assist test participants by identifying test locations and participants in experiments conducted by contractors. The CIA, in fact, has not released the names of 15 of the approximately 80 organizations that conducted experiments under the previously discussed MKULTRA program because the organizations do not want to be identified.

When I first heard of the FBI’s secret COINTELPRO program, after I had already heard of MKULTRA, I expected that they must be connected.
Operation CHAOS (or MHCHAOS) of the CIA and the CACTUS communication channel shows that the FBI and CIA were indeed working together against “targeted groups” not only abroad but especially in the US.

Under its 1947 National Security Act charter, the CIA is forbidden to have “police, subpoena, law enforcement powers or internal security functions” inside the United States. This makes spying on Americans by the CIA completely illegal.
CIA Director Richard Helms later testified to the Rockefeller Commission in 1975 that the CIA General Counsel was never consulted whether CHAOS was legally within the CIA’s charter:
Sometimes we did [consult the General Counsel]; sometimes we did not.
I think the record on that is rather spotty, quite frankly.
In 1967, President Lyndon B. Johnson pressured CIA Director Richard Helms to do something against those anti-Vietnam war protest, and more or less ordered him to find evidence that these were controlled from outside the US.
This led to the creation of the super-secret Operation CHAOS, which embarked on an initiative of spying, provocation, crossing and double-crossing and illegally gathered data on hundreds of thousands of innocent American citizens for what they might do.
Director Helms and Deputy Director of Plans, Thomas Karamessines tasked Counterintelligence Staff Chief James J. Angleton with setting up this Special Operations Group within the Counterintelligence Staff, and appointed Richard Ober to head it. Ober was probably chosen as he had already started illegally collecting files on the HYDRA system on persons associated with Ramparts magazine after it reported in March 1967 on clandestine CIA activities in private American institutions.

In the summer of 1968, also 2 other shady CIA projects were started:
Project RESISTANCE used information from police departments and college campus officials to predict threats to the CIA.
Project MERRIMAC involved the infiltration by CIA agents of peace groups, collectives and black activist groups in Washington DC.

President Johnson had the scope of CHAOS expanded to a total of 80 full-time agents that were infiltrating “radical activities” in the US.
In June, 1968 CHAOS compiled a staggering 1,000 reports per month. All of the information was indexed, analysed and filed in HYDRA. By checking a name in HYDRA, an agent could find everything in the system that referred to the individual.
While eventually only 7,200 Americans and 1,000 groups had actual files, over 300,000 Americans were indexed in HYDRA.

CHAOS’s top-secret report to Johnson, Restless Youth, September 1968, concluded that in each nation, including the US, student dissent was the result of home-grown social and political alienation, instead of an international conspiracy. I couldn´t find this “Restless Youth” report on the internet...
In his cover letter, to then-Secretary of State Henry Kissinger, Helms emphasised that spying on US students was illegal:
In an effort to round out our discussion of this subject, we have included a section on American students. This is an area not within the charter of this Agency, so I need not emphasize how extremely sensitive this makes the paper. Should anyone learn of its existence, it would prove most embarrassing for all concerned.
In summarising the letter, Kissinger more or less indicated that the report shouldn´t be taken seriously, because it “tends to dismiss the communist and other outside influence as a factor”.
An updated version to Nixon via Kissinger was issued in June 1970, which left out the domestic dissidence.

After Richard Nixon became president in 1969, CHAOS was expanded even more.
At the end of 1972, CHAOS was reviewed by Assistant Deputy Director of Plans Cord Meyer and Inspector General William Broe, who raised questions about its legality. Helms’ solution to concerns over CHAOS’s legality, was to suddenly call it an operation against “international terrorism” and transferred it from the Counterintelligence Staff to the newly formed Operations Staff within the Plans Directorate. Richard Ober, however, remained in charge.
Angleton even charged Richard Ober to spy on the White House as he worked closely on CHAOS with the President and his aides Haldeman and John Ehrlichman, whose “Plumbers” unit was also receiving CHAOS’ anti-war intelligence.

Later, under intense pressure, Helms and Karamessines had to resign, and Nixon appointed James Schlesinger as CIA Director. CHAOS was finally terminated on 5 March 1974, by order of President Gerald Ford and CIA Director William Colby (Schlesinger´s successor).
Richard Ober was abruptly transferred from the CIA to a staff position at the National Security Council.

On 4 January 1975, President Gerald Ford issued executive order 11828, to start a commission on CIA activities within the US, chaired by Vice President Nelson Rockefeller (who was very close to Henry Kissinger, Richard Ober and Director Colby). The Rockefeller Commission is widely considered a whitewash.
On 16 September 1975, Congress convened the Church Committee to investigate intelligence offenses. The six volume report found numerous civil liberty violations and criminal acts committed by both the FBI and the CIA during the 1960s: https://medium.com/lessons-from-hist...o-1888ae97385e

While the CIA is prohibited to spy in the US on American citizens, the FBI is entitled to, whose COINTELPRO (“COunterINTELligence PROgram) since the late 1950s included to monitor, harass and disrupt “extremist” groups like the Communists, the KKK, the Black Panthers and the “New Left” movement.

The highly classified CACTUS channel was never even disclosed in the Church Committee reports.
CACTUS was used by the CIA and FBI to transmit information on “the New Left, Black Militants and related matters”.
A formerly SECRET memo, shows that nearly a year after COINTELPRO was officially disbanded, the CIA still used CACTUS to transmit and request information on figures in the “New Left” like (former) Beatle John Lennon.
The following shows that around the same time the CIA was providing information to the FBI on US citizens travelling to North Vietnam, North Korea and China.

Another formerly secret CACTUS memo, shows that nearly 2 years after COINTELPRO was officially disbanded, 6 March 1973, the CIA was still providing information on the Eldridge Cleaver faction of the BPP.

In 1975, director of Laboratories of Experimental Neuropsychology at Veterans Administration Hospital in Kansas City Don R. Justesen unwittingly leaked National Security Information, when he published an article in “American Psychologist” on the influence of microwaves. He quoted results of an experiment described to him by Joseph C. Sharp, who was working on Pandora, a secret project of the American Navy.
It has interesting information on the possible health effects of microwaves, but more interesting on experiments on sending voices directly to the brain using microwaves…

Such technology can and is used to drive Targeted Individuals insane…
    See some excerpts.
The impetus for a renaissance of research activity in the United States occurred in the late 1960s because of political events in the Soviet Union. The interpretation of biological data from the so-called Tri-Service studies (see, e.g., Peyton, 1961) had been at variance with the Soviet's interpretation—American rats and dogs apparently did not develop the neurasthenic syndrome, even after intense radiation by microwaves in the laboratory.

One of the American pioneers of microwave research is Allan Frey (see, e.g., Frey, 1961, 1965; Frey & Messenger, 1973), a free-lance biophysicist and engineering psychologist. Frey's major accomplishment was discovery or at least confirmation and dissemination of one of the more intriguing data that link microwaves and behavior. Human beings can "hear" microwave energy. The averaged densities of energy necessary for perception of the hisses, clicks, and pops that seem to occur inside the head are quite small, at least an order of magnitude below the current permissible limit in the United States for continuous exposure to microwaves, which is 10 mW/cm2.

To "hear" microwave energy, it must first be modulated so that it impinges upon the "listener" as a pulse or a series of pulses of high amplitude. At first spurned by most microwave investigators in the United States, the radio-frequency hearing, or Frey effect, was repeatedly dismissed as an artifact until behavioral sensitivity to low densities of microwave energy was demonstrated in rats in an exquisitely controlled study by Nancy King (see King, Justesen, Si Clarke, 1971). Shortly after completion of the study and its informal dissemination via the invisible college, the skeptics began to appear in appropriately equipped microwave laboratories in the United States with requests fo "listen to the microwaves." A majority was able to "hear" the pulsed microwave energy, thereby belatedly confirming the claims made by Frey for nearly a decade.2

Communication has in fact been demonstrated. A. Guy (Note 1), a skilled telegrapher, arranged for his father, a retired railroad' telegrapher, to operate a key, each closure and opening of which resulted in radiation of a pulse of microwave energy. By directing the radiations at his own head, complex messages via the Continental Morse Code were readily received by Guy. Sharp and Grove (Note 2) found that appropriate modulation of microwave energy can result in direct "wireless" and "receiverless" communication of speech. They recorded by voice on tape each of the single-syllable words for digits between 1 and 10. The electrical sine-wave analo'gs of each word were then processed so that each time a sine wave crossed zero reference in the negative direction, a brief pulse of microwave energy was triggered. By radiating themselves with these "voicemodulated" microwaves, Sharp and Grove were readily able to hear, identify, and distinguish among the 9 words. The sounds heard were not unlike those emitted by persons with artificial larynxes. Communication of more complex words and of sentences was not attempted because the averaged densities of energy required to transmit longer messages would approach the current 10 mW/cm2 limit of safe exposure. The capability of communicating directly with a human being by "receiverless radio" has obvious potentialities both within and without the clinic.

What these scientists have discovered is that the central nervous system is a biological amplifier whose output as manifested in behavior provides a highly sensitive litmus of reactivity to electromagnetic energy. This sensitivity, particularly the demonstration of the Frey effect, will inevitably give rise to the question, Are there substantive implications here for paranormal phenomena, especially from the vantage of the Soviet scientist for whom ESP means "electrosensory" (not extrasensory) perception?
    (…)
Not at all a cynic, but very much the skeptic, I conclude:
    ElectroMagnetic receivers we are, A light-wave we can see;
As E-M emitters our wave fronts are weak, Hardly enough for ESP.

Even though radiation could be the "perfect" weapon in many situations, there is absolutely no information on high energy radiation weapons. Besides the Active Denial System disinformation tale...
Radiation can go through walls, is almost invisible (including its effects), and can kill without a trace. If the victim doesn't figure this out, he will get severely (physically) ill, if he notices what happens, he will still get physically ill, but also mentally.
Many of the adverse effects are well-known, as millions of unwitting cancer victims have been radiated in hospitals all over the world.

We know that technology that could be used as radiation weapons has been developed and tested on cancer victims in hospital around the globe. Are we supposed to believe that the military couldn't figure out how to use this?
Or is this another case of blatant censorship in our Brave New World?

To add injury to insult, it is known that radiation experiments were done in the infamous MKULTRA program.
The the US government was only admitted after years of denying, in 1994, that radiation experiments were done, but it has never been disclosed to what extent the experiments continued, and which radiation weapons were developed (adapted light bulbs for example).

CIA documents and a 1963 CIA Inspector General (IG) report, state that MKULTRA was a program "concerned with research and development of chemical, biological, and radiological materials capable of employment in clandestine operations to control human behavior".
In early September 1991, the CIA disclosed a document for ARTICHOKE "in addition to hypnosis, chemical and psychiatric research, the following fields have been explored ... other physical manifestations. including heat and cold, atmospheric pressure, radiation".

In another MKULTRA project, the CIA secretly funded testing of radiation at the Georgetown University Hospital in the 1950s by Dr. Charles F. Geschickter, who conducted cancer research and experimented with radiation therapy: http://www.all.net/journal/deception.../mk_ultra.html

Here's more information on "non consensual" experiments (including radiation) under MKULTRA, in violation of the Nuremberg code and the Hippocratic Oath.
It also describes that victims of these sick government experiments have no legal remedy to file charges against the government criminals responsible, or for financial compensation.

Since the 1990s, information on radiation "EMR" (electromagnetic radiation) antipersonnel weapons has been completely kept secret: http://projects.essex.ac.uk/ehrr/V9N1/WELSH.pdf

There is some information on high power microwave weapons that can be used to destroy the enemy's electrical systems, but for obvious reasons I'm more interested in the health effects.
The following information was already published in 2000. So do we really believe that there still isn't any microwave weapon used by our wonderful authorities?

Since the early 1980's, the Air Force has funded radio frequency and high power microwave technologies as "directed energy weapon systems".
These microwave weapons cause significant harm and can be lethal.

These high power microwave (HPM) technologies typically operate in an electromagnetic frequency range from the low megahertz (106 hertz, wavelengths up to 3 meters) to the high gigahertz frequencies (1011 hertz, wavelengths as low as 0.1 centimeters).

One microwave source radiates one gigawatt of power in a few nanoseconds and weighs less than 45 pounds. Another can radiate 20 gigawatts in a few nanoseconds and weighs 400 pounds.
To put this in perspective, the total daily power of the Hoover Dam is 2 gigawatts - understandably this can be lethal (in 2000, just think of what they could generate in 2021!): https://www.globalsecurity.org/milit...0/occppr11.htm

The following "patent" (?) from 2018 describes "smart weapons", but really explains how and why high energy radiation weapons can be used against "public enemies".
    .
Moreover, there are many situations where deadly force is either, not needed, wanted or even permitted by law.
    (...)
For Law Enforcement non-lethal weapons are designed to fill a critical gap in the use of force and to provide law enforcement officers the safest, most effective tools in a variety of applications. These weapons help officers gain control of the suspect's fear, encouraging them to surrender, de-escalating the situation and reducing the number of use-of-force incidents.
