Reading the summary makes me think it is time to end the talk of 'state's rights'. Not because we don't believe in that but because it is an old code word prior to civil rights. Would it be more prudent to say something like: That power isn't granted to the federal government.

Any other suggestion on how to (dare I say) say state's rights in a more politically correct way?
