I don't know if anyone has done this yet, but I used set up a booth at fairs and home shows to advertise my old alarm business. I would buy custom printed balloons and get a helium tank and make sure every kid at the show got a free helium balloon.
I don't remember what it cost me, but I would guess at about $300 for the balloons and the helium to make 1000 to 1500 balloons.
Maybe the Ron Paul Air Corps needs to go miniature? :)
