No, it's because it's funnier without saying it. It's like telling a good joke and everyone laughs and saying "JUST KIDDING! IM JOKING!" Or trying to explain a joke after people laugh.

Is this a case of censorship or innocuous editing? Frankly, I thought it was funnier without the direct reference to Iraq. Anyone who did not get the allusion to Iraq without that last line isn't paying attention.

I don't even think it's real. The last line is too obvious, unfunny, awkwardly phrased and doesn't even sound like something they would write. It's out of place and something about the audio quality sounds like it was dubbed in with a PC home studio.

Plus, we don't see the character speaking so it's probably some jackass trying to create a censorship issue by dubbing the line. Until I hear Matt Groening or someone involved with the show say otherwise I'm going with hoax.
