The constitution puts some really big limits on what the congress is allowed to do. While its easy for me to grasp the idea that they tend to do a lot of things they really aren't supposed to, I'm having a lot of trouble visualizing exactly what they CAN do.
Let's say we were back in the days the country was founded, and congress hasn't yet voted on a single bill. What kinds of bills can they pass?
