I heard rumblings about this, can we get an understanding here.

Does the NEW year bring a reset of the monies one can donate?

I think $2300 is the limit for the ELECTION CYCLE.

However, if the campaign ever got around to establishing a general election fund, there would be a new $2300 limit for that too.

My understanding is that some candidates have already established a general election fund. This is why you sometimes see donations of $4,600 from an individual, 1/2 for the primary and 1/2 for the general election.

Of course if the primary is lost guess who gets to keep the other $2,300?

Yes, that is why the funny disclosure numbers for some candidates.

If the candidate does not run in the general election the money is returned--with a caveat: I'm not sure if the money they're allowed to spend now "for their general election campaign" are deducted.
