I think that is BS and is just being done to make him look like he is out of the race. Wait for him to surge, as much as I hate to say it. I'm sure he paid off his campaign staff far ahead of time so they wouldn't be hurt in the least. You can go without pay and be just fine if you received a lump sum a month ago.

His fundraising most certainly has dried up to a trickle, if that much. All those extravagant expenses are biting him in the ass. Not unsimilar to how McCain nearly spent himself out of the race but McCain had time to rebound and the MSM decided to prop him up to keep him viable. I think Rudy has been abandoned by the party entirely.
