just locally made or aquired ads in small local newspapers, not neccessarily the big city newspaper (althought it qualifies) but i think they are mostly talking about the little newspapers in towns. such as the alternative publications in those towns.

my town has a little newspaper with maybe 2000 readers. the ads dont get buried in these little newspapers, and the big candidates dont have the "reach" to get ads in these little papers. however our grassroots has the ability to speckle the country with these ads from grassroots supporters. ive donated $10 - $20 to several including SC and Illinois, because the supporters are active and doing it. this cohesive support among Paul's supporters helps cut through the majuor media blackout of him.

i understand this is how we won Jefferson county in Iowa. the other candidates dont have such passionate supporters and rely on teh big media.

i hope that sheds a little light on the subject.

Local people know that issues matter most in their towns, so making a custom ad for your area can have a much bigger impact than one flat statewide ad made by the HQ.
