How can meeting with leaders be a propaganda tool?

All the critics say Obama was naive in saying he would meet with all the "bad" leaders in his first year.

Hillary said that could easily be used as a propaganda tool and she would clear away the brush first.

I thought Obama was dead on. How can meeting with a leader be considered bad propaganda for us?
