That's just compression artifacts. Similar pixelation all over the picture. It just shows up in areas with very gradual/slight tone changes. You see the same thing in night scenes in DVD movies.

I doubt that is Rosa Parks. Dr. Paul looks much younger in that pic. Looks like 40's which would put that about 70's ish. Rosa Parks was not in a wheel chair at that time as far as I can tell.
That actually looks like his time as a Doctor.

Plus look at those clothes that is probably early 70's as the cloths are bad but not yet horrible.
