Sorry if this is a dumb question...

But do they just recount all of the votes from before...

Or is it a whole new vote?

Usually it will be hand count of the paper ballots previously counted by machine, to avoid 'mistakes' in the programming.

pointless too because anyone capable of rigging an election would be equally capable of disposing of the evidence.
