It should be obvious what Luntz does. He gets a room full of people that define themselves as republicans that are told they are being watched by every republican in the nation. They don't want to disappoint their fellow republicans so they do what they think republicans are supposed to do.

These people aren't used to being in the limelight like that and he guides them around and uses his position to lead the mob wherever he wants them to go.

He trains them with his personal feelings when the cameras are off and when they switch on the panel follows their coaching.
