What happened to the right to vote?

I just looked all over the constitution. ALthough there are amendments that give blacks, women, and 18 year olds clearance, there is NO right to vote listed in the Constitution! At least I can not find it. !!!

I thought somewhere there was a right to vote and a rigt to have our votes counted in public but I do not see a word of it. ANy ideas?

I hope I'm not feeding another recount thread (since we already have a bunch + of them)
But the right to vote (and this is just my opinion) could be in the 9th amendment:
"The enumeration in the Constitution, of certain rights shall not be construed to deny or disparage others retained by the people."
