What is the likelihood of Paul not getting enough delegates but still end up winning b/c other delegates change their minds?

Yes they can.

After the first round or in some cases the 2nd or 3rd, if there is not a 51% majority for a single candidate, then the delegate is no longer obligated to vote who they are supposed to vote for and can vote for whomever they wish.

They are only legally bound on the first vote. If no one candidate goes in having over 50% of the delegates bound legally to him on the first vote via the primary election process, then the convention is brokered. It goes to a second vote at which point the delegates are free to vote their conscience.

This is why it is CRITICAL that all of us become our precinct's delegate, so that we can be the ones voting to choose State delegates that will be sent to the convention.
