I did become precint captain but my precint was not in their list..in fact their lists was missing over 800 precints..

if it's really missing precincts, then you need to contact them.

the data came from the GOP and i'm sure the GOP has data for all voting precincts in the nation.

are you SURE it's missing? the system for finding your precinct in there is still a little clumsy.

Before doing expensive direct mail, see if it's more economical to get an ad or an insert in your local newspaper or "shopper" circular. It typically costs under 10¢ per household.

Depending on what you are "selling." I have done both for businesses and had better results doing direct mail packages at 3-4 times that cost. most of my experience is selling to businesses- so there isn't even a circular option for that. But I have done residential services and still the same results.

maybe just give them a phonecall? :) That is a lot more personal. Or get out and meet people, thats even more personal.
