GOP leaders: Rudolph Giuliani took in $17.27 million and Mitt Romney took in $13.73 million.

Republican surprise: Ron Paul, the Texas congressman running a long-shot campaign, reported raising nearly $2.4 million in the quarter with a similar amount in the bank. Compare that with John McCain, who raised $11.2 million, but spent nearly all of it. He has $3.2 million cash on hand and a $1.8 million debt.

What it means: Most second-tier candidates are struggling to keep up and many candidates --in both tiers -- are spending money as fast as they get it. It's part of a trend that has been growing for the past two decades -- one that dictates that running a presidential campaign requires a huge national operation run by expensive consultants.
