Among Republicans, the presidential roster was transformed in other ways by the second-quarter fundraising, leaving former New York Mayor Rudy Giuliani in the best shape. He raised nearly $18 million, besting his first quarter totals. In addition, he reported an impressive $18 million in the bank.

One-time frontrunner John McCain’s campaign is in disarray after spending virtually all of its money. The Arizona senator has said he’s raised $24 million since January, $11 million of that in the second quarter. But he’s spent $22 million of it and is now slashing staff and other expenses.

Mitt Romney has raised more – $14 million in the second quarter –but he’s also spending even faster than McCain. The former Massachusetts governor would have reported about $2 million in the bank, if not for nearly $9 million in personal loans he’s made to his campaign.

Indeed, the plight of the frontrunners is so dire that it prompted anti-war Republican candidate Ron Paul, the Texas congressman, to crow that he’s got more cash than McCain, with $2.4 million in the bank that came to him through the Internet.

Former Virginia Gov. Jim Gilmore dropped out of the GOP race over the weekend after raising less than $200,000 in the second quarter.
