Can someone tell me if wisconsin is an open primary state?

I have been getting conflicting answers from people and would like to know for sure if wisconsin has an open primary or not.

you do need proof of state residency on voting day, driver's license is usual form.

Actually, that's an issue for me. My drivers license is not Wisconsin... how do I prove residency? Can I bring in my electric bill? What are my choices?

certain dated rent or electric bill documents are ok for proof, each county may be different, please check your city website, or contact your county clerk office

If you do not have a Wisconsin Driver's license (BTW, you SHOULD get that updated ASAP if you actually live in here, else you're going to have problems) -- then you DEFINITELY SHOULD register to vote PRIOR to the day of the primary in order to make absolutely certain you will be able to vote.
