Ron Paul believes that the federal government has no right to regulate marriage, heterosexual or homosexual. That's the responsibility of the states.

He also believes that the government should enforce contracts, and states issue marriage licenses (and can under the constitution) but that they do not get into the role of defining marriage. Leave it up to the church and tradition, if they (the church and tradition) want to recognize marriage as being between a man and a woman, let them - but the government should not differentiate in the contracts of marriage or union that it enforces, hetero or ****.

You ask SPECIFICALLY about marriage licenses, he says in that video at about 4:45 that if he had it his way, his personal preference would to not even need a license at all, so that if individuals have a relationship they could call it whatever they want.

He does say the states can have marriage laws. He says that his personal preference would be no marriage laws, but understands that under the constitution these powers can be delegated to the staes. But it is CERTAINLY not the business of the federal government to be involved in marriage at ANY level.
