I heard on sirius radio that something called "caging" is going on in Kansas. I have never heard of this-- is it a good thing they are doing?

Pbs had a documentry on the 2004 election on how the Bush regime used voter caging with african americans in florida also in ohio you could probably find it on you tube or google. It is how Bush stole the last election.
