In 2004, California Republicans changed the method of selecting delegates from winner takes all statewide (the person with the highest number of votes won all of the delegates) to a winner takes all by Congressional district (the person with the highest number of votes wins all 3 delegates in that Congressional district). Places like Nancy Pelosi's San Francisco district have about 10% registered Republicans (roughly 30,000 registered Republicans) and in those districts the Republican Party is disorganized and depressed.
