Would this work?
Those having a home near a caucus location, consider making their house available to meet up prior to the caucus. If there was an available list made up so people could sign up to meet there early.
That way, if the weather is bad, they have time to get close by. Have some hot drinks ready for them and be ready to show up en mass. This way they could get an early idea on numbers showing up. It would also avoid problems of people not making it due to bad weather.
If each home gets 40 sign ups, it is going to be a great day.
It would keep it under the radar, and all would be able to see the numbers signing up here.
Just my idea on what might help us pull off number one. Less guessing that way and keeps the rest guessing on their count.
