I saw a thread on here that said that Ron Paul's name was also randomly chosen to be on the top of the primary ballot in Virginia.

Yup. There are literally hundreds of people who run for President every cycle. As long as you are Constitutionally qualified to run and you meat ballot requirements you can get on the ballot.
