In Washington State, do you need to be registered republican to:
a) vote in the caucuses
b) become an elected delegate
c) vote in the primary
I'm looking through some of the blogs and official republican sites for Washington State, but can't seem to find an answer to this basic question.

It was a requirement at one time to be registered as a republican to vote in the republican primary but that has been dropped.
As to the other questions, I'm still looking.

I'm looking through some of the blogs and official republican sites for Washington State, but can't seem to find an answer to this basic question.
You must be a Republican to go to the caucuses, for that you have until February the 4th (in person at the County Clerk's office), I think. The primary is a mail-in ballot and you pick the party, so you don't have to be Republican. I would suggest registering Republican, since 51% of the state's delegates are determined by the caucuses.
