Is it fair to call peaceful steps like blockades & economic sanctions 'global interventionism' or 'economic warfare'?


Just saw below headline in news but question is not specific to Iran/Iraq/Venez/Gaza type sanctions but a general question in case any experts here on this topic.

On a relatednote, sanctions against one of our close NATO ally would send a strong message to our other allies that violation of human rights is a no go area and would not be tolerated by US / punished by sanctions:
