Assuming the old folks have the right to go where they're going, they have the right to use whatever force is necessary to move the people blocking them, or others (such as the police) have the right to do so on their behalf. Part of the problem here is that this is state owned property, and the rules defining who gets to use state owned property and how are often confused. For example, the state may say that both protestors and pedestrians are permitted to use the same sidewalk, even though those uses conflict.
