The guy in Florida appears to have been a general purpose psychopath: wanted to carry out an attack, but for no particular reason other than fame. I’m no lawyer, but that is not attempted murder. I’d guess they might try to charge them with conspiracy to commit murder, but as hyped as the current accusations are, there is probably no actual evidence of anything.
