The Supreme Court is set to hear arguments over the Trump administration's plan to ask about citizenship on the 2020 census, a question that could affect how many seats states have in the House of Representatives and their share of federal dollars over the next 10 years.

Three federal courts have blocked the Commerce Department from adding the citizenship question. Those courts have ruled that Commerce Secretary Wilbur Ross violated federal law in the way he went about trying to include the question for the first time since 1950. They found that millions of Hispanics, who tend to vote for Democrats, and immigrants would go uncounted

It would be funny if California is found to have waaaaay more representatives in the House than they are supposed to. What if they had to cut Pelosi's district? (yeah, I'm dreaming)

That is exactly what they are worried about. I can't say for sure what the numbers of illegals there are now, but I would bet more than 25%

According to Bloomberg, key justices "seemed inclined to let the Trump administration add a question about citizenship to the 2020 census" during Tuesday oral arguments.

Hearing arguments in Washington, Chief Justice John Roberts and Justice Brett Kavanaugh directed almost all their questions to the lawyers challenging the decision to ask about citizenship. Kavanaugh said Congress gave the Commerce secretary "huge discretion" to decide what to ask on the census. -Bloomberg

Chief Justice: "quite common" for demographic questions to be asked in the census
Kavanaugh: "very common" in other countries for citizenship question to be asked

At census args today, the justices sure looked like they had made up their minds and if so it’s 5-4 to uphold adding citizenship Q to the census form. #SCOTUS (https://twitter.com/hashtag/SCOTUS?src=hash&ref_src=twsrc%5Etfw)

The Constitution requires that the government survey all "persons" living in the United States each decade. Until 1950, the census regularly asked about citizenship - however it was discontinued out of fears that it would harm participation.
Commerce Secretary Wilbur Ross, who oversees the census, has indicated that he wants to reinstate the question at the request of the Justice Department in order to improve enforcement of the federal voting rights law, reports ABC News (https://abcnews.go.com/Politics/supreme-court-decide-fate-citizenship-question-2020-census/story?id=62547964).

If it harms participation, that is voluntary on those who choose not to participate. Personally I never answer any questions other than the count anyway.
