Guam Legalizes Marijuana Use By Adults

Democratic Gov. Lou Leon Guerrero signed legislation today legalizing the personal possession of marijuana by adults, and establishing regulations governing the plant’s commercial production and retail sale. Guam is a US territory with an estimated population of 165,000 people.

Upon signing the measure into law, the Governor announced: “We must regulate this illicit drug that is the most widely used drug in our society. We have to take it and control it, monitor its use and effects, benefit from its medicinal efforts, allow our people to live in a safer environment.”

The Cannabis Industry Act (Bill No. 32-35) permits those age 21 or older to legally possess and transfer up to one ounce of marijuana flower and/or eight grams of concentrated cannabis. The measure, which took immediate effect, also permits adults to privately cultivate up to six cannabis plants (no more than three mature) in an “enclosed, locked space.” Public consumption of cannabis will remain a violation of law.

Light green is basically CBD oil, although I think that might be legal in all 50 states now that Epidiolex was approved by the FDA / DEA.

Light green means its a good state. Green means it could go either way. Blue is shit. Grey not enough data because noone lives there.

I think just the decriminalization is the way to go . If anyone wants to make something " legal" they are going to want to control and tax it like cigarettes .

Either one is an improvement though.
You can always work on getting rid of the taxes and regulations after you stop putting people in prison for possession of a plant.

I prefer decriminalization as well but if legalization ends up being the case I'll take that as well.

I wish they didn't. But any way you can get it into the market is good. The Market will sort it from there.

Watched two states,, and one of them ended up LOWERING Tax on it..

How often does that happen?

Decriminalization doesn't end up being the libertarian ideal, far from it, it usually means you get a $200 fine if you have a joint on you or something. But you also go to jail for selling it, growing it, etc.

The libertarian version of decriminalization would be awesome, but that never gets discussed.

Despite what Guam might think, marijuana is still illegal as long as the federal laws against it are still in effect.

Anyone who is caught smoking can and should be prosecuted by the federal government.

This would include basically everyone in CA and most of Colorado.

Texas would be happy to build the prisons needed to contain these criminals.
