The Trump administration posted a final rule (https://www.hhs.gov/opa/sites/default/files/title-x-notice-of-final-rule.pdf) Friday that would require family planning clinics to be housed in separate buildings from abortion clinics, a move that would cut off Planned Parenthood from some federal funding.
The rule applies to a $286 million-a-year grant, known as Title X, that pays for birth control, testing of sexually transmitted diseases, and cancer screenings for 4 million low-income people. It requires the "physical and financial" separation of family planning services and abortion.
Federal funds are not permitted to go toward abortions except in the cases of rape, incest, or if a woman's pregnancy threatens her life. Abortion foes, however, have long fought for rules along the lines of the one advanced Friday because they say allocating federal funds toward clinics such as Planned Parenthood frees up additional funds to provide abortions. The organization receives between $50 million and $60 million from Title X.

New York State just passed a gruesome law that legalizes abortions up to and including the point of birth. A bill in Virginia, supported by Democratic Gov. Ralph Northam, would have apparently legalized the killing of just-born infants (https://thefederalist.com/2019/01/30/virginia-gov-ralph-northam-implies-babies-can-terminated-birth/). The pro-life movement needs to strike back, and the U.S. Department of Health and Human Services (HHS)—part of President Donald Trump’s executive branch—is the vehicle through which to strike that blow.

Late last year, it was reported that the Trump administration’s HHS was launching a review of the federal government’s funding of fetal tissue research using the remains of aborted babies. The National Institutes of Health (NIH), part of HHS, spent $103 million on fetal tissue research in 2018 (https://www.sciencemag.org/news/2018/12/report-nih-will-cancel-fetal-tissue-research-contract-fuels-controversy).

As part of the review, an audit is being conducted to determine the extent fetal tissue is used in government research by government scientists. NIH researchers were told to pause orders of fetal tissue (https://www.modernhealthcare.com/article/20181217/NEWS/181219929), and the Food and Drug Administration (FDA) was told to cancel a contract (https://www.statnews.com/2018/12/10/nih-intends-to-put-20-million-toward-finding-alternatives-to-fetal-tissue-for-research/) with a fetal tissue provider. In this case, the fetal tissue was being used by the FDA to develop “humanized mice”—by placing human cells obtained from aborted human tissue into mice—for testing.

Non-government scientists’ use of taxpayer money for fetal tissue research is also being examined. Worse, the rules pausing fetal tissue research only apply to government scientists (https://www.statnews.com/2018/12/10/nih-intends-to-put-20-million-toward-finding-alternatives-to-fetal-tissue-for-research/), not the tens of millions of dollars in taxpayer-funded grants received by those who are not directly employed by the government.

Right now, cutting taxpayer funding to non-government scientists is not even being considered. The NIH has promised to put $20 million (https://www.statnews.com/2018/12/10/nih-intends-to-put-20-million-toward-finding-alternatives-to-fetal-tissue-for-research/) toward finding alternatives to fetal tissue, but the implication is that the use of aborted human remains will continue for the foreseeable future (https://www.washingtonpost.com/national/health-science/nih-official-commits-to-continued-funding-for-some-fetal-tissue-research/2018/12/18/f527fe76-030c-11e9-b5df-5d3874f1ac36_story.html?utm_term=.869cc75b1e3c).

That’s why the bureaucrats in HHS have been able to calm the researchers’ fears. 85-year old campaign leader attacked!

One of the most loving and dedicated long-time 40 Days for Life leaders was attacked at his vigil outside the Planned Parenthood in San Francisco.

Ron, who is 85 years-old, has been leading the campaign in San Francisco for years, and I have personally witnessed his joyful and compassionate approach to women seeking abortions and women who have had an abortion.

On March 19, a perpetrator approached the vigil and threw a sign, a table and pro-life literature into the street. He then knocked two men to the ground during that incident, including Ron.

On March 21, Ron was the victim of a brutal attack when the assailant returned, stole the 40 Days for Life banner, and proceeded to viciously kick Ron.

Ron tried, unsuccessfully, to stop the theft of the banner by putting a stick into the spokes of the assailant’s bicycle. Then, the perpetrator shoved Ron to the ground and began violently and repeatedly kicking him while yelling, “Stay on the ground, old man.”

The attacks were reported to law enforcement, and police officers took statements from the victims. Ron was treated by paramedics at the scene. It is not clear whether a formal investigation has been launched.

Planned Parenthood allegedly has video surveillance of the area including the attacks, but it has been initially reported that they are unwilling to release the video or assist in the pending investigation.

Matt Britton, General Counsel for 40 Days for Life and a four-term elected prosecutor, said, “40 Days for Life will always support and defend its vigilant and peaceful prayer volunteers. As a former elected prosecutor, I have reviewed thousands of cases of violence, and anyone who would make such a brutal, vicious assault and robbery of an elderly, peaceful man should end up in the penitentiary where he can do no more harm. It is unconscionable that in the United States of America, law-abiding citizens are not free to peacefully express their opinions without the fear of thugs like this. I hope that the great City of San Francisco, which has so many protests of all types, recognizes and protects this basic American principle of Freedom of Speech by investigating, apprehending and punishing this shameful assailant.”

Planned Parenthood needs to be defunded. Full stop. The left’s love of death is unbelievable. I have been saying this to you all for a long time. It’s like an obsession with them. And now you see where it’s going. A sitting governor has said he would have no problem executing an infant after birth.
