Who is not required to comply with the HIPAA Privacy
Rule?

Many entities that may have health information are not
subject to the HIPAA Privacy Rule, including:

• employers,

• most state and local police or other law
enforcement agencies,

• many state agencies like child protective services,
and

• most schools and school districts.

So LEO obtains your personal private information before you are even notified, or the right to engage a lawyer.

And you certainly have no right to protect or know what is happening with your own children.

When I worked in a drug rehab we weren't allowed to tell cops that clients were there without a warrant. Made for slightly tense situations.
