Manafort, Flynn, Stone, and the like are the very definition of swamp. Being on 'your team' doesn't make them any less of a lobbyist or political hack. Trump didn't specify whose swamp should be drained, he said the swamp.

Since they all seem dead set on committing easily-proven crimes and then immediately turning on each other, creating a circular firing squad of accusations and backstabbing, it seems like it's easiest to start with Trump's swamp and move on from there.
