The top U.S. envoy to the North Atlantic Treaty Organization said Washington was open to a broad treaty with Russia to curb the proliferation of nuclear weapons while also warning Turkey not to purchase a new arms system from Moscow.“Our government is firmly in the camp of looking for an opportunity to have an arms control agreement that would include all the countries that have these intermediate ballistic missiles,” U.S. Ambassador to NATO Kay Bailey Hutchison said during a Tuesday call with reporters. “Now America is going forward with the treaty protocol to give notice that we need to begin to develop a defense to the violating missiles that Russia has been developing.”


The U.S. doesn’t have immediate plans to deploy new missiles to Europe when the withdrawal takes effect in August, according to two administration officials involved in the deliberations who briefed reporters last week on condition of anonymity.
Russia won’t station any short and medium-sized missiles in Europe and other regions unless the U.S. does, the Foreign Ministry in Moscow said.

Still, Russian Defense Minister Sergei Shoigu on Feb. 2 proposed developing weapons of this range, arguing that the U.S. is already producing such missiles.
The North Atlantic Treaty Organization is taking a measured approach, waiting to see if the accord can be salvaged.
“Our main focus now is to preserve the treaty and there is a window of opportunity for Russia to come back into compliance,” Secretary General Jens Stoltenberg said before a meeting of NATO defense ministers in Brussels on Wednesday. “At the same time we are planning for the future without the INF treaty and with more Russian missiles.”
Stoltenberg ruled out deploying new nuclear land-based weapon systems in Europe, but added their were other choices, including “conventional and other options.”
NATO Tensions
Hutchison also warned Turkey, a NATO member, against entering a proposed arms deal with Russia that has been straining relations within the alliance. Turkey finalized plans to buy the Russian systems, called the S-400, last year, with first delivery scheduled for October 2019.
“We are very concerned about any kind of Russian missile defense in one of our alliance countries,” Hutchison said. “The whole alliance is concerned about this and we hope that Turkey will make the right decision and look for another system.”
If Turkey does purchase Russian arms, it could put at risk the types of defenses other NATO allies could have in the country, affect the inter-operability of defense systems and violate security and intelligence among alliance members, Hutchison said.

Russia has formally pulled out of the Intermediate-Range Nuclear Forces Treaty (INF) after previously signalling that it would take this historic step after the White House announced last month that the US would suspend all obligations under the treaty. President Vladimir Putin signed a decree on Monday formally enacting and finalizing Russia’s suspension of the INF Treaty, which was set to expire in less than six months and subject of heightened tensions after both sides have repeatedly accused the other of having been in violation of its terms for years.

The most dangerous foreign policy decision of the Trump administration—and I know this is saying a lot—is its decision to share sensitive nuclear technology with Saudi Arabia and authorize U.S. companies to build nuclear reactors in that country. I spent seven years in the Middle East. I covered the despotic, repressive kingdom as the Middle East bureau chief for The New York Times. And I, along with most Arabists in the United States, have little doubt that giving a nuclear capability to Saudi Arabia under the leadership of the ruthless and amoral Crown Prince Mohammed bin Salman would see it embark on a nuclear weapons program and eventually share weaponized technology with Saudi allies and proxies that include an array of radical jihadists and mortal enemies of America. A nuclearized Saudi Arabia is a grave existential threat to the Middle East and ultimately the United States.

The drive to build nuclear reactors in Saudi Arabia is led by the half-wit son-in-law of the president, Jared Kushner, who met Tuesday (https://www.aljazeera.com/news/2019/02/kushner-meets-saudi-mbs-time-khashoggi-murder-190227180423352.html) with Salman in Riyadh, the Saudi capital, to discuss “ways to improve the condition of the entire region through economic investment,” according to the White House. Prominently involved in that economic program are corporations such as IP3 International (http://ip3international.com/about/), a consortium of U.S. companies led by several retired generals (http://ip3international.com/team/) and admirals and others who stand to make millions from the deal.

The Saudi government, which is soliciting bids for the nuclear reactors, reportedly spent more than $450,000 over a one-month period to lobby the Trump administration to approve its purchase of the equipment and services from U.S. sources. Westinghouse Electric Co. and other American companies are preparing to construct the facilities, which would allow Saudi Arabia to enrich and reprocess uranium. The secretive effort to give Saudi Arabia a nuclear capability is not only colossally stupid, but has been done without being reviewed by Congress, as required by law, and violates the Atomic Energy Act (https://www.epa.gov/laws-regulations/summary-atomic-energy-act).

Salman and Israeli Prime Minister Benjamin Netanyahu insist there is a secret Iranian nuclear weapons program, despite all intelligence reports, including Israeli intelligence reports, to the contrary. So, given their unique version of reality, the time to start a weapons program in Saudi Arabia is now. Israel has a nuclear arsenal with hundreds of weapons.

Rep. Elijah E. Cummings, the chairman of the House Committee on Oversight and Reform, has issued an interim staff report (https://oversight.house.gov/news/press-releases/multiple-whistleblowers-raise-grave-concerns-with-white-house-efforts-to) giving testimonies of multiple whistleblowers who warn about the impending transfer of nuclear technology. It lays out in chronological detail the secretive and blatantly illegal efforts by the Trump White House to facilitate Saudi Arabia’s purchase and construction of the nuclear reactors.
