Governments have natural rights? And those rights supersede the rights of the individuals?

Is this a rhetorical segue into an argument that an official Venezualeans installed is less legitimate than an official picked out for them by Washington, D.C?

Is answering a question with a question a tool to deflect on the earlier statement?

It's actually an interesting theory: Do governments have natural rights? Are we indeed born into a social contract, then, where our individual natural rights are contingent on and secondary to the natural rights of the government?
