“Rent control for new construction is the bright red line that you do not cross,” he said. “New York has always exempted new buildings from rent control, going back to the post-World War I laws. Who would build or make a construction loan if they’d be forever locked into unprofitable rents if the building opens during a recession, or when a subway line is shut down?"

Pressed by a reporter to clarify how her rent control policy would function, Nixon did not divulge figures or the details of what she would propose should she be elected.

“Well … it depends on what would be passed in that cycle,” she said of the percentage limit on rent increases.

Williams stepped in to say only that "universal rent control" would amount to an effective policy, the specifics of which could only be solidified once a true advocate of tenants is elected to govern New York.

“This is a concept that is a very good concept. We need a governor who’s going to lead the conversation on this concept,” Williams said. “We don’t even have that right now."

Williams implied some of the questions being asked were part of a politically motivated attack by the New York Post.

"I know where the Post wants to go with this," he said.

Cuomo campaign spokeswoman Lis Smith took a shot at Nixon and Williams, claiming they “don’t appear to know the first thing” about the policy for which they are advocating.

“It just goes to show that without a script, Cynthia can’t deliver a credible performance. Today alone, she flubbed her lines on everything from her positions on deregulation to rent stabilization,” she said in a statement issued after the press conference. “Given that she’d rather let the Legislature hammer out the details, it’s unclear whether she supports her own plan or even knows what it is."

Jonathan Westin, director of New York Communities for Change, an organization whose housing platform closely mirrors Nixon’s, took to Twitter to defend Williams’ and Nixon’s performance.

“I think what this shows is that cynthiaNixon and @JumaaneWilliams believe that all tenants should be protected and that housing is a HUMAN RIGHT,” he said.
